SACRAMENTO, Calif. (AP) — The California Assembly said Monday it denied a former lawmakers' appeal of an investigation that found he sexually harassed a lobbyist in 2016.Former Democratic Assemblyman Matt Dababneh had appealed the finding that he likely pushed the lobbyist into a bathroom at a Las Vegas party and masturbated in front of her while urging her to touch him. Lobbyist Pamela Lopez publicly made the accusation against Dababneh last December and submitted a complaint to the Assembly Rules Committee, which hired an outside investigator. The Assembly Rules Committee told Dababneh in a letter dated Friday that his appeal was reviewed and rejected.Dababneh denies harassing Lopez and is suing her for defamation. Representatives for Dababneh did not immediately respond to requests for comment.Lopez said she hopes the Assembly's rejection of Dababneh's appeal encourages other women to speak out about sexual harassment."This decision is an important step to uphold fairness, accountability, and equity in the workplace," she said in a statement. The lawyer hired by the Assembly to investigate the allegation interviewed more than 50 people and reviewed relevant documents, according to the letters released by the Assembly on Monday. In his appeal, Dababneh argued she did not interview some character witnesses he provided. He said he was denied due process because the Assembly didn't provide him with a copy of the investigation report. The Assembly says such reports are confidential and subject to attorney-client privilege. In his lawsuit against Lopez, Dababneh said he was forced by Assembly leadership and colleagues to resign his Los Angeles-area seat last year because of the allegations. He also said he has suffered depression and anxiety. He is seeking unspecified damages for defamation and intentional infliction of emotional distress.Lopez's lawyer, Jean Hyams, said Dababneh's lawsuit is an act of retaliation and an attempt to silence women. 1981

Russia has condemned US, UK and French strikes against targets in Syria over the alleged use of chemical weapons, as the Western allies argued they were essential to deter the future use of illegal munitions. The strikes hit three sites -- one in Damascus and two in Homs -- which US President Donald Trump said were "associated with the chemical weapon capabilities of Syrian dictator Bashar al-Assad."The action followed a week of threats of retaliation for an alleged chemical weapons attack on civilians in Douma, outside Damascus, where Syrian forces have long been battling rebels. 594

SACRAMENTO, Calif. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water. If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

RICHLAND, Texas (AP) — A U.S. Marine believed to have left Arizona for California's Camp Pendleton never arrived, but was found days later at a Texas rest area, unharmed.Lance Cpl. Job Wallace was taken into custody Saturday night by Naval Criminal Investigative Service and other law enforcement officers at a rest area in Navarro County, according to a NCIS statement cited by The San Diego Union-Tribune.The 20-year-old had last been seen leaving a friend's house in Surprise, Arizona, on Monday night, his mother, Stacy Wallace, said. He was due back at Camp Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip.About an hour south of Dallas, Navarro County is more than 1,100 miles (1,770 kilometers) east of Surprise and in the opposite direction from Camp Pendleton in Southern California.RELATED: Family searches for answers after Marine bound for Camp Pendleton disappearsThe statement from Kurt Thomas, the special agent in charge of the NCIS Marine Corps West field office, did not include details about how Wallace was found or what he was doing.Stacy Wallace had said her son loved the Marines and was excited to get back to Camp Pendleton, having been recently promoted."He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said.Wallace's mother had said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso.A Surprise police spokesman had said officers took a report and turned the matter over to the Naval Criminal Investigative Service. Thomas' Saturday night statement thanked law enforcement partners in Texas, Arizona and on the federal level "for their aid in bringing this to a safe resolution." 1976

SACRAMENTO, Calif. (AP) — A California judge has thrown out a 2016 state law allowing the terminally ill to end their lives, ruling it was unconstitutionally approved by the Legislature.Lawyers for advocates and opponents say Riverside County Superior Court Judge Daniel Ottolia did not rule on the legality of physician-assisted death. He issued an oral ruling Tuesday saying lawmakers acted illegally in passing the law during a special session devoted to other topics.Ottolia kept the law in place and gave the state attorney general five days to appeal.RELATED:  579
