A magnitude 7.2 earthquake struck southeastern Mexico on Friday night, with the epicenter in the state of Oaxaca, the US Geological Survey reported.An earthquake alert was issued in Mexico City, about 348 kilometers (216 miles) away from the center of the earthquake. A federal judge is demanding answers after the U.S. Education Department rejected 94% of claims for student loan forgiveness it had agreed to process after being sued over delays. U.S. District Judge William Alsup in California scrapped the settlement this week and is considering barring the agency from denying claims until the case is decided. Judge Alsup said the department has been denying claims using template letters that are “alarmingly curt.”He said that although Education Secretary Betsy DeVos blamed the backlog on the hard work that goes into processing claims, she has now “charged out of the gate, issuing perfunctory denial notices utterly devoid of meaningful explanation at a blistering pace.”The dispute stems from a 2019 lawsuit brought by 160,000 borrowers who say the Education Department illegally stalled their claims for loan relief. The students claim they were defrauded by their schools. The Education Department says many claims were submitted for ineligible programs or failed to make a case for loan relief.In a proposed settlement in April, the Education Department agreed to process the backlog of claims within 18 months. But Alsup scrapped the deal, saying it was undermined by the recent spate of rejections. 1254

  

A female bottlenose dolphin died Tuesday at Dolphinaris Arizona, according to facility staffers.Alia, a 10-year-old bottlenose dolphin, "had displayed some unusual behaviors in the last few days" and "was being monitored," Jen Smith, a spokesperson for the attraction said in a written statement.She is the second dolphin to die at the facility in less than a year.In September, Bodie, a male bottlenose dolphin, died at the facility from a "rare muscle disease," the facility said at the time.An exact cause for Alia's death was not immediately known, Smith said. The facility will conduct a necropsy, an autopsy for animals, to try and determine her cause of death.She said Alia was with her caretakers and the other dolphins when she died."Alia will be greatly missed. She was a lively and loving part of the Dolphinaris family," a statement said.Dolpinaris?Arizona opened in October 2016 at the Odysea in the Desert complex near Loop 101 and Via de Ventura. It is part of the Salt River Pima-Maricopa Indian Community.At Dolphinaris, people pay for different interactive experiences with the dolphins both in the water and out of the water. A majority of voters in Puerto Rico approved a non-binding referendum that supports elevating the island territory to statehood status.The referendum narrowly passed by a 52-48 margin.The question was not the first time voters weighed in on Puerto Rico statehood. Most recently, 97% of voters approved statehood in 2017, but the vote was boycotted by opposition parties.Several previous referenda were not a straight up statehood vote.Given Puerto Rico’s status, the territory does not vote on US senators or representatives, although the territory elects a non-voting member who can serve on committees. Puerto Rico also does not get a vote in the presidential general election, but the territory does get a say in the Democratic and Republican primaries.While Democrats would likely welcome the opportunity to make Puerto Rico a state, the likelihood of there being enough political support for Puerto Rico to be the 51st state is still doubtful. 956
