SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption.The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. SAN DIEGO (KGTV) - Monday afternoon, the San Diego County Sheriff’s Department tweeted that convicted sex offender Cary Jay Smith has left San Diego County. The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889

  

SAN DIEGO (KGTV) — No charges will be filed in connection to eight officer-involved shootings and four in-custody deaths in San Diego County, District Attorney Summer Stephan announced Friday.Stephan announced the decisions after her office's review of the lethal force incidents involving Kristopher Birtcher, Guillermo Corrales, Javier Gomez, James Lacy, Oscar Leal, Alexander Ochoa, Osbaldo Ramirez, Paul Rivera, Jason Santana, Paul Silva, Jason Trujillo and Robert Westbrook.The cases involve authorities under San Diego County Sheriff's, San Diego Police, and Oceanside Police departments.The D.A. ruled that officers acted reasonably under the circumstances and officers faced no criminal liability for their actions.Watch Stephan's press conference live on Facebook (Warning: Graphic footage): 808
