SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. Work is almost complete on a brand new pedestrian plaza, replacing half of the parking lot in front of the Air and Space Museum.RELATED: City to replace 144 parking spaces with plazaNext to the plaza, the Comic-Con Museum still plans a grand opening in the summer of 2021 in the building that used to be the Hall of Champions.And the Save Starlight group just revealed new plans for a complete overhaul of the Starlight Bowl theater, which has been closed since 2010."The placement of the museum in that area couldn't have been any better," says Melissa Peterman, the VP of Development for the Comic-Con Museum. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. "They can see this is really viable for the future."Stopper says it's an exciting time to be around the park, as it adds more gems to the Crown Jewel of San Diego. 2669

SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department. SAN DIEGO (KGTV) — County health officials say 12 new flu-related deaths have been recorded in the last week, as cases also trend upward.The new influenza deaths included a 34-year-old East County woman with an underlying medical condition who died from influenza A, according to the County Health and Human Services Agency. This season, there have been 32 deaths in the county related to the flu, compared to 24 deaths at this time last season.The county says 2,292 local lab-confirmed cases were also reported last week. In comparison, only 487 confirmed cases were reported during the same week last year. SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... Nowhere to stop, so I stopped in the middle of the road," said Adame.Adame says a heavyset officer in his 40s went to his door and told him he was being stopped because he had tinted windows.RELATED: San Diego couple says Tijuana shakedown possibly prompted by COVID-19 restrictions"And then I heard the back of my pickup open ... tailgate drop down ...
