SAN DIEGO (KGTV) -- Passengers from the Grand Princess cruise ship will be quarantined at MCAS Miramar amid coronavirus fears, the U.S. Department of Health and Human Services announced Sunday.According to the Department, the ship will dock temporarily in a non-passenger port in the San Francisco Bay. Passengers will then be transferred to several federal military facilities throughout the country for medical screening, COVID-19 testing, and a 14-day quarantine. The earliest they could arrive is Tuesday, according to a DoD spokesperson.The nearly 1,000 passengers who are California residents will complete the quarantine at MCAS Miramar and Travis Air Force Base. It's unclear how many of the 1,000 passengers will be housed at Miramar. "MCAS Miramar is preparing to support HHS and their federally mandated quarantine for Grand Princess travelers," a spokesperson for the base said. The ship was previously identified as a breeding ground for several cases on a previous trip. A passenger who is believed to have been infected while on the ship in February was the first coronavirus death in California. "The safety, health and well-being of our guests and crew is always our top priority, and we continue to make every effort to ensure they are safe and comfortable while they remain onboard," Princess Cruises said in a statement.So far, 11 people in the U.S. have died from the virus and at least 400 cases have so far been reported. SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) - PhaseBio, a company based out of San Diego and Pennsylvania, announced it would be starting a clinical trial for a drug that could help keep severe COVID-19 patients from needing a ventilator. “If you are infected with coronavirus and you’re admitted to hospital, we’re trying to catch those patients before they have a rapid decline and prevent intubation or other more severe complications of the coronavirus,” said Jonathan Mow, CEO of PhaseBio. The drug is called PB1046 and is a “novel, once-weekly, subcutaneously-injected vasoactive intestinal peptide (VIP) receptor.” It was originally being researched for use on patients with high blood pressure, said Mow. But they pivoted when they realized it might have properties that could help prevent acute respiratory distress syndrome (ARDS), a potentially deadly condition caused by the inflammation of the lungs due to the body’s immune response to the coronavirus. “We realized that the characteristics of our drug fit nicely to what we would want to control in the complications in coronavirus patients,” said Mow. The clinical trial will take place at 20 different locations and involve about 210 subjects who have been hospitalized and require oxygen, but have not been intubated. SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. SAN DIEGO (KGTV) -- Police are searching for a homeless man a Mission Valley father says tried dragging his daughter into bushes before she was able to escape.Chris Gilbert says his 11-year-old daughter went to check the mail Saturday around 2 p.m. on the 5900 block of Caminito Deporte when the incident happened.After walking across the street to check the mail, Gilbert says his daughter felt hands on her shoulders.RELATED: San Diego Homelessness Czar to go on leave to open Mormon temple"She thought it was me, sneaking up playing a game,” Gilbert said.Then, Gilbert says, the man grabbed the 11-year-old by the neck and started dragging her toward some bushes.“She told me he put his hands on her shoulders from behind and was holding her, turned around and kicked him in the shin, got loose and ran into the house and found me upstairs.”That’s when Gilbert ran downstairs to confront the homeless man, hitting him in the shoulder as a warning.RELATED: Oceanside residents demand solution to homelessness issue“I said, ‘you need to get out of here,’ then he started hitting me.”Gilbert’s daughter describes the man as six foot, two inches tall, between the ages of 40 to 45 with thick glasses.
