The Korean Central News Agency says Chairman Kim Jong Un observed the firing of the weapon Wednesday by the Academy of Defense Science.The agency reports that Kim said “the development of the weapon system serves as an event of very weighty significance in increasing the combat power of the People’s Army.”The agency says Kim mounted an observation post to learn about the test-fire of the new-type tactical guided weapon and guide the test-fire.The announcement came after reports of new activity at a North Korean missile research center and long-range rocket site where the North is believed to build long-range missiles targeting the U.S. mainland.The White House said it was aware of the report and had no comment.The Associated Press could not immediately and independently verify North Korea’s claim. 925

SpaceX has brought two NASA astronauts home from a historic mission.Robert and Behnken and Douglas Hurley — the first astronauts to travel into orbit aboard a commercially developed spacecraft — returned home in a splashdown mission Sunday, the first such mission in America in 45 years.They've been onboard the International Space Station for two months after launching in the SpaceX Crew Dragon from Kennedy Space Center in Florida.Their spacecraft is nicknamed Endeavour."For the most part, we've had pretty good luck with, with Endeavour," Hurley said. SEYMOUR, Indiana — An 8-year-old boy died after ingesting meth he may have thought was cereal.The boy, Curtis Collman III, was at his dad's home when the drug overdose occurred. He died after being returned to his mother's home, according to WAVE television station.The father is Curtis Gilbert Collman, 41, and he has been charged with neglect that led to the death of a dependent, WAVE reports.  415

Seventeen days after voters went to the polls in Ohio's 12th congressional district, Republican Troy Balderson hung on by a 1,680-vote margin to win the seat over insurgent Democrat Danny O'Connor.The seat, previously held by Pat Tiberi, and before that current Ohio Gov. John Kasich, has been held by Republicans since 1983. The district has not seen a competitive race since then, as both Kasich and Tiberi typically won every two years by comfortable margins. But the district, which includes parts of Columbus' affluent northern suburbs, rapidly urbanizing Delaware County to Columbus' north, as well as several surrounding rural counties, became competitive after Tiberi announced his retirement. Polls leading up to the Aug. 7 battle showed a dead heat. On election night, Balderson held a nearly 1,500-vote advantage. O'Connor announced that he would wait on all absentee and provisional ballots to be counted before conceding. All of those votes have now been counted as of Friday. “I just called Troy Balderson to congratulate him on his victory in the 12th Congressional district special election," O'Connor said in a statement. "I want to express my deepest thanks to my campaign staff, our volunteers, and to everyone who cast a vote in the special election, whether it was for me or not."Balderson also issued a response on Friday. "Danny O'Connor ran a hard-fought race," he said, "but I look forward to earning the support of voters for a fourth time in November as I share my track record of getting things done for Ohioans."While both were gracious to each other on Friday, the affinity for each other will almost certainly be short lived. According to Cook Political Report, there are 30 toss-up seats up for grabs, with 28 of them currently being held by Republicans.
