SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. SAN DIEGO (KGTV) — The man accused of driving into a bicyclist and taking off will have to face a jury. The Oct. 2 crash on State route 67 in Ramona left the victim, Michelle Scott, on life support. Police say the man behind the wheel was Chase Richards, who allegedly kept driving for two miles with the bike lodged in his car. Prosecutors say he dismantled and disguised parts of his car to conceal the evidence. SAN DIEGO (KGTV) — The California Center for the Arts, Escondido will host drive-in live concerts and a movie series this month.The concerts and movie screenings will be held at the former Nordstrom parking lot at Westfield North County at 8 p.m. Spaces for more than 250 vehicles will be made available and spaced apart to keep listeners distanced.The scheduled shows start on Aug. 14 with a showing of the classic musical Grease and continue on Aug. 15 and 16 with a performance by Jersey Boys stars Christian Hoff and Travis Cloer. SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year.
