The MLB Players’ Association issued its counterproposal to league owners for getting the 2020 season underway as the start of the season was disrupted due to the spread of the coronavirus.The latest proposal is for a 70-game season with players receiving a full prorated salary for those games.With most professional sports leagues coming back this summer, MLB has yet to formalize a plan for resumption.MLB Commissioner Rob Manfred said on Wednesday that a new set of proposals was forwarded to the players.The tone from Manfred on Wednesday differed from earlier in the week.“We left that meeting with a jointly developed framework that we agreed could form the basis of an agreement and subject to conversations with our respective constituents,” MLB Commissioner Rob Manfred said. “I summarized that framework numerous times in the meeting and sent Tony a written summary today. Consistent with our conversations yesterday, I am encouraging the Clubs to move forward and I trust Tony is doing the same.”But the union seemed to suggest that it was too soon for optimism.“In my discussions with Rob in Arizona we explored a potential pro rata framework, but I made clear repeatedly in that meeting and after it that there were a number of significant issues with what he proposed, in particular the number of games,” MLBPA head Tony Clark said on Thursday. “It is unequivocally false to suggest that any tentative agreement or other agreement was reached in that meeting. In fact, in conversations within the last 24 hours, Rob invited a counterproposal for more games that he would take back to the owners. We submitted that counterproposal today.”MLB said that based on an agreement between the league and players days after the league suspended Spring Training, players would only be paid a full prorated salary if games were held in front of fans. As of now, the likelihood of MLB games being played in front of fans this season appears to be low.The players union has complained that the league is attempting to play the fewest number of games possible.“The commissioner has repeatedly threatened to schedule a dramatically shortened season unless players agree to hundreds of millions in further concessions,” the MLBPA said on June 13. “Our response has been consistent that such concessions are unwarranted, would be fundamentally unfair to players, and that our sport deserves the fullest 2020 season possible.” 2430

The Moderna COVID-19 vaccine, the second vaccine to receive the FDA’s emergency use authorization, is on its way to states, according to officials with Operation Warp Speed, the task force overseeing the nationwide vaccine distribution.During a press conference Saturday morning, U.S. General Gustave Perna, COO of Operation Warp Speed, said “distribution of (the) Moderna vaccine has already begun.”Moderna’s vaccine was approved for emergency use on Friday evening. The Pfizer-BioNTech vaccine was approved for emergency use a week earlier.“Boxes are being packed and loaded today. Trucks will begin rolling out tomorrow, from FedEx and UPS, delivering vaccines and kits to the American people across the United States," Perna said. "This week, in total, between Pfizer and Moderna, we have allocated 7.9 million doses of vaccine."He also took responsibility for discrepancies state leaders reported last week citing reductions in the amount of Pfizer vaccine doses they would be receiving. More than a dozen states said they were told by the federal government that next week's shipment of the Pfizer-BioNTech vaccine would be 20-to-40% less than originally projected. Perna said they are keeping an eye on manufacturing numbers and adjusting distribution in the short-term. USA Today is reporting the discrepancy is because of how many vaccines are able to be approved by quality control measures and released for distribution, not just how many doses are manufactured. “I want to take personal responsibility for the miscommunication,” he said. “I know that’s not done much these days. But I am responsible. This is a herculean effort and we are not perfect.”Perna did say “we remain on track to allocate around 20 million doses of vaccine to all jurisdictions by the end of December, with distribution of those doses pushing into the first week of January.”Perna joined other health experts in reminding Americans that just because the vaccine is being distributed, that doesn’t mean mask-wearing, social distancing and other precautions can be relaxed."Each shipment of vaccine is another few yards gained, but any good player or coach knows that you still need defense, along with offense, to win the game. The Keystone State is living up to its name, as potentially the linchpin in who becomes America’s next president.“Their processes just were never anticipating such an influx,” said Matthew Weil, with the Bipartisan Policy Center.It’s an influx of early absentee and mail-in ballots, in numbers Pennsylvania has never dealt with before. The state received about 2.5 million mail-in ballots, 10 times the number they had in 2016. Yet, counting all of the state’s ballots will take a while.Watch Gov. Tom Wolf provide an update about the state's election results:“In some of the biggest jurisdictions--Philadelphia, Pittsburgh--they just didn't have the experience counting those quickly,” Weil said. “And the fact that the legislature did not give them time before Election Day to count those, even knowing that this was coming, means that most likely we're not going to have great results until Friday.”Among the areas to watch in Pennsylvania: the suburban counties around the state’s two biggest cities, Pittsburgh and Philadelphia. That includes Bucks County, which lies just north of Philadelphia.“Counting the ballots is really an uncertain science for us,” said Bob Harvie, Bucks County Board of Elections Chairman.Those mail-in ballots also take longer to count.“There are two envelopes we have to open: the outside envelope and the secrecy envelope,” Harvie said. “So, it's really double the work.”Here in Bucks County alone, they sent out 200,000 mail-in ballots for this election. That’s 10 times the number they did in 2016. And in Bucks County, like everywhere else across Pennsylvania, ballots postmarked on Election Day can still be counted if they’re received through Friday. However, elections officials are preparing for the possibility of a legal challenge involving those ballots.“We do know that there's very likely to be a legal challenge to that claiming that that's not constitutional,” Harvie said. “So, we are going to start segregating any mail we get.”In the end, though, officials in Pennsylvania hope the 2020 election keeps voters confident in the election system.“The people you see here working, you know these are not political appointees,” Harvie said. “They’re county employees, they’re government employees, and so, really, they're they've committed themselves to giving people a fair, accurate, safe election.”It’s an election that doesn’t appear to be over just yet. 2411
