CHULA VISTA (KGTV) -- Facing a nearly million budget shortfall, the superintendent of Sweetwater Union High School District revealed a proposal Friday to issue more than 230 layoff notices to teachers and staff and eliminate a program that helps struggling students graduate.According to agenda documents posted Friday afternoon, Dr. Karen Janney will ask the Board of Trustees to eliminate 237 positions, including 182 teachers and all 23 librarians.Sweetwater’s financial woes came to light in 2018 after the district miscalculated its budget by million.RELATED: Sweetwater Union High School District approves interim budget with million shortfall“To see financial ineptitude affect people’s lives this way, it’s devastating,” said Sweetwater Education Association Vice President Cesar Fernandez. “It’s a kick in the gut. Since the district gets roughly ,000 in funding for each student, the enrollment decline shrunk revenue by about million, according to Rubio.Special education and pension costs are also up significantly, he said. The district’s pension contribution roughly doubled from million in 2015-16 to million in 2018-19, Rubio said.The layoffs include 32 teachers attached to the district’s alternative education learning centers. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program. CHULA VISTA, Calif. (KGTV) — Popular South Bay brewery Novo Brazil is expanding its footprint in Chula Vista this month.Novo Brazil Brewery will hold a grand opening for its new brewpub on Dec. 11 in Otay Ranch Town Center.The 12,000-square-foot spot can host more than 950 guests and features a 300-seat restaurant, full bar, indoor and outdoor beer garden, two 14-foot-by-10-foot televisions, shuffleboard tables, and a kid's area with ping-pong tables, video games, and other activities.RELATED: Ballast Point purchased by Chicago-based brewerOn the production side, the brewpub boasts 60 taps with about 40 of those dispensing beer and the rest a combination of Novo's kombucha and hard seltzer creations. Canned cocktails are also in the works for the brewery. In addition to the restaurant and bar, the location will also house a five-barrel brewing system and fermentation tanks.“Our goal is to shift the axis of brewing tourism to southern San Diego attracting downtown and northern San Diego residents and tourists to experience our work and our community. With other local breweries we can put Chula Vista on the map as an official destination of the beer and gastronomic map,” said Tiago Carneiro, founder of Novo Brazil Brewery.Carneiro says they intend to brew more than 100 different beers using the massive system in their first year alone. The new brewery will allow Novo to brew specialty beers and test new recipes. The bar, which owners say is the longest in the South Bay, curls around the facility and guests can kick back in furniture made from Brazilian wood around unique murals from Brazilian artists.“Our story began in Brazil, where we learned the art of brewing and created the most awarded brewery in South America," Carneiro said. "We believe our difference is our Brazilian way of showing the colorful culture and happiness of four homelands. CHULA VISTA, Calif. (KGTV) - A woman narrowly avoided being hit by a falling tree branch on a busy Chula Vista street Wednesday. A large branch fell from the eucalyptus tree along Telegraph Canyon Road about 3 p.m., crashing through the passenger side window of a woman’s car. Had a passenger been in the seat, the person would have been impaled, crews on the scene estimated. The woman pulled into the bike lane to assess the damage. She was able to walk independently but paramedics took her to the hospital for an assessment. No other cars were damaged, officials said. A neighbor told 10News they have seen other branches fall from the same tree. No one has been injured by the other incidents. 706
