BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

BEIJING, April 1 (Xinhua) -- China's top political advisor Wednesday called for a more transparent and modern information system for donors to promote the integrity of charity organizations.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, was speaking to delegates at the 20th anniversary conference of the China Foundation for Poverty Alleviation (CFPA).     Jia said the foundation should work harder to create a public service platform for donors to easily contribute while being able to track where and how their donations were used.     Charity organizations should make better use of modern telecommunications and the Internet to promote transparency, so that people could be proud of their contributions, he said.     Jia said charity organizations should further improve their administration and promote public credibility, by fully implementing tax break policies for donors.     The CFPA has poured almost 2.4 billion yuan into poverty relief over the past 20 years, benefiting 7.18 million people.

VALLETTA, Feb. 22 (Xinhua) -- Chinese Vice President Xi Jinping concluded his six-nation tour here Sunday and left for home. Xi arrived in Valletta on Saturday for a two-day official visit to Malta. During his visit, Xi met with Acting Maltese President George Hyzler, Speaker of House of Representatives Louis Galea and held talks with Prime Minister Lawrence Gonzi.     During the meeting with Hyzler, Xi said that Sino-Maltese relations have been developing very well in recent years, with a frequent exchange of high-level visits, enhanced mutually beneficial cooperation, and active exchanges in such fields as culture, education and judicature. GUILIN, (Guangxi), Feb. 14 (Xinhua) -- China will tighten water resources management and take measures to reduce waste to cope with worsening water shortage, Water Resources Minister Chen Lei said here Saturday.     Water shortage impelled us take into consideration of overall economic and social development and economical use of water resources to ensure sustainable economic and social development, Chen said at a national conference in Guilin, in southern Guangxi Zhuang Autonomous Region.     China is planning to reduce water consumption per unit of GDP to 125 cubic meters by 2020, down 60 percent from now, Chen said.     Water consumption averaged 229 cubic meters per 10,000 yuan worth of products, according to statistics provided by the Ministry of Water Resources (MWR) at the end of 2008. That figure was down 10 percent compared with the previous year.     Statistics released Saturday showed the country lacked 40 billion cubic meters of water every year, with almost two thirds of cities suffering various levels of water shortages.     More than 200 million rural people face drinking water shortages.     At the same time, farmland stricken by drought reached 230 million mu (15.3 million hectares) every year, nearly 13 percent of the total farming area.     The most severe drought in half a century, which is hitting China this spring, affected 111 million mu of crops so far, with 4.68 million people and 2.49 million livestock threatened by water shortages, according to official statistics from the State Flood Control and Drought Relief Headquarters.     "We must take strict measures to preserve water resources in the face of the severe lack of water worsened by factors such as overuse, pollution and drought ," Chen said.     The ministry also expected to increase 79.5 billion cubic meters of water resources by 2020 and secure water supplies for both urban and rural people.     Chen proposed reinforcement of laws and regulations on water allocation, consumption and preservation as a fundamental way to achieve this goal.

BEIJING, April 17 (Xinhua) -- Top Chinese political advisor Jia Qinglin Friday called for actively promoting friendly religious exchanges with the outside world on an equal base but firmly stemming foreign infiltration in the name of religion.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks when addressing a seminar on religious work for ministerial and provincial level officials.     "The Party and the government have always attached great importance to religious work," said Jia, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     The CPC Central Committee has made "a series of major decisions and arrangements as well as new achievements in religious work, while the country's religious sector has maintained a united and stable situation," he said.     Jia, however, warned that officials should pay high attention to some new situations and developments in the country's religious field, along with the developments and changes in international and domestic situation, and deal with them in a proper way.     He called for firmly implementing central decisions and arrangements, going all out to safeguard harmony and stability in the religious sector, and making maximal efforts to unite both religious and non-religious people and encourage them to devote themselves to the socialist cause with China's own characteristics.     The workshop was organized jointly by the Organizational Department and the United Front Work Department of the CPC Central Committee, the State Administration of Religious Affairs, and the National School of Administration.
