SAN DIEGO (KGTV) - The pool for inmate fire crews is shrinking after a bill lessening crimes went into effect in California, according to Cal Fire Public Information Officer Issac Sanchez.A record breaking wet winter led to a superbloom of epic proportions across San Diego County. New growth that will dry out and turn to tinder this summer, according to fire officials."We are poised daily, year round now to fight wildfire," Cal Fire Director Thom Porter said.Cal Fire relying on every resource to lend a hand if necessary.Our sister station in Redding reported last year one particular kind of crew is running low. Easy to see in their orange fire gear, volunteer inmate crews help firefigthers by completing tasks like digging fire breaks.Last year they had a "brown out" where they had to deactivate a crew to keep the others adequately staffed. "From what I understand it is absolutely an impact," Sanchez said referring to AB 109. The law, passed in 2011 lessened crimes for convicts ultimately letting out hundreds.According to our sister station, the humber of inmates at fire camps dropped from 2013 by 11%. That's 451 inmates.Leaving the CDCR with more work, "to identify and kinda steer eligible candidates into the program," Sanchez said.He said inmates must meet certain criteria like working well with others, being non-violent offenders, and meeting physical requirements."We still have enough folks to staff the crews, it's just a matter of identifying them at this point," Sanchez said.In San Diego County we have four inmate fire camps, in Fallbrook, Warner Springs, Julian and Boulevard. 1616

SAN DIEGO (KGTV) — The White House announced Tuesday that it would start cracking down on what the President calls the "California Homeless Takeover." The administration's plans include destroying tents on the street and relocating the homeless population to government facilities. Some local homeless advocates said the plan lacks details and direction. Underneath arguably some of the most expensive condos in San Diego is a place people go to live, rent-free."I think it gives people the opportunity to stabilize and get ready for the next step in their life," Alpha Project Chief Operating Officer Amy Gonyeau said. "Address the issues that are causing them to become homeless."The Alpha Project's Bridge Shelter helps keep 325 people from sleeping on the streets every night. Still, there are nearly 8,000 others in San Diego County without a home. In Los Angeles County, there are 50,000 homeless. The numbers were so astounding, President Trump vowed to intercede. He plans to take down tents on the streets and place the homeless into government-backed facilities."We just can't play Whack-A-Mole and move people from the sidewalk to jail, to tents, to a government facility," independent homeless advocate Michael McConnell said. McConnell said he believes the President's plan is far too vague. "Whether it's a shared housing model, whether short-term or long-term rental assistance, whether it is actually building a brick and mortar supportive housing for some folks, it takes all of these interventions," McConnell said. Gonyeau says representatives from Los Angeles have visited more than a dozen times to study their Bridge Shelter and their seventeen wrap-around services."They want to replicate this model," Gonyeau said. "I know they are going to do that in LA, and some other cities as well."It has become a temporary relief that has helped hundreds of people cycle out of homelessness. But McConnell says this is not enough."I would redirect a lot of the money that we are currently spending on Band-Aids," McConnell said. "I would redirect that into rental assistance in housing dollars so that we can start nibbling away at this deficit."At the end of the day, both McConnell and Gonyeau say California needs more housing, not just affordable housing, but low-income housing. If the President's plan has that as an end goal, both say they are on board."We have a very large unsheltered homeless population in California, and we have an incredible affordable housing crisis here. Those go hand-in-hand," McConnell said. 10News learned that the city would be opening a fourth Bridge Shelter in the next two weeks to help the needs of the local homeless population. 2693

SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. The Sheriff’s Department sent 10News the following statement on Thursday:“The San Diego County Sheriff's Department investigated the assault on Miguel Lucas and forwarded the case to the District Attorney's Office. Reginald Harmon was charged with one count of aggravated mayhem. Lucas and Harmon were properly classified and housed at the time of the incident. Inmates are assigned to different facilities or housing units for a variety of reasons, including classification, bed space considerations, medical or mental needs, or issues with other inmates. SAN DIEGO (KGTV) -- This week, the Del Mar Union School District and Cajon Valley School District went back to in-person classes. However, most public schools in the county are continuing in distance learning.“It’s tiring, to say the least,” said teacher Kelly Martin. She teachers in the Chula Vista Elementary School District.Dawn Harrison also teaches in that district. While she dealt with some technical problems with her first-grade class, she said “it went better than I thought it would go.”Martin said she has been able to make connections with her students even through a computer screen. She also met virtually with each student one-on-one.“It’s been a challenge with tech issues outside of our control… people’s cameras aren’t working, people’s microphones aren’t working. I feel like besides being a teacher, I’ve taken on the role of tech support!” Martin said.ABC 10News first checked in with the teachers at the end of July before the school year started. Since then, Harrison said she has dealt with a rollercoaster of emotions. “Fear, anxiety, stress, a little bit of excitement,” Harrison said.She’s not the only one in her household dealing with an unusual school year. Her husband, Rick Meads, is a teacher at Eastlake High School.“I have 160 students or so. I see most of them every day. There are some that are still struggling with access,” Meads said.He teaches theater, drama, and digital arts. While he said he is missing out on the personal interaction with students, he is adjusting his curriculum.“Instead of doing a fall play this year, we’re going to do a radio show. They’re writing their own script. It’s going to be a Halloween, scary type of thing,” Meads said.They all say being in the classroom with their students is easier that distance learning, which involves a lot more preparation.“I’m definitely working longer hours. The good part is I have no commute,” Martin said.As far as when they will feel comfortable conducting in-person classes again, there is no definitive answer.Meads said it will be a challenge to keep social distance between students. “It’s a nightmare thinking of going back unless it’s really safe,” Meads said. “I really haven’t spent too much time thinking about going back yet. I think I’m so consumed with just staying alive right now!” his wife Dawn said. 2331
