SAN DIEGO (KGTV) -- Armed private security guards - and others with nonlethal ways to defend themselves - could soon patrol iconic San Diego locations like Balboa Park and the downtown Central Library.The city of San Diego is officially seeking proposals from security firms that would authorize armed or enhanced safety personnel outside more than 50 places, including community parks, skate parks, and library branches. The details emerged under a new city request for proposals obtained by 10News. The document says guards are still required to defer to police unless the situation calls for self-defense.“Reasonable force is to be used only if Guards are physically threatened or if they feel another person’s safety is in jeopardy,” the document says. “If necessary, Guards are to call the San Diego Police for assistance.”RELATED: City of San Diego adds more armed guards to patrol downtown public restroomsThe document says guards who carry guns must have permanent licenses from the state of California and five years experience in the sector. They can also qualify with substitutes such as two years of military experience or two years as a police officer. "The City is releasing a comprehensive RFP that allows the City to potentially utilize a variety of security services should the need arise," city spokesman Tim Graham said in a statement. "The goal of the RFP is to provide the proper level of security for City facilities as determined by City departments."Graham said a San Diego Police expert reviewed the document for technical soundness. He said the police chief would always be notified in the event of armed security dispatched. The city is seeking responses by Sept. 7. Mayor Kevin Faulconer was not available for an interview. The trial means being infected with COVID-19 in hopes of speeding up the process for a vaccine. The trial is restricted to young and healthy people. So far, there is no plan for any human challenge trials to fight COVID-19, but over 30,000 thousand people, from over 140 countries, have signed up to volunteer. The hope is to have the list of volunteers ready, if and when such a trial is approved. SAN DIEGO (KGTV) - California’s Republicans are hoping to grow the party’s numbers in the state despite current odds.Roughly a quarter of California’s voters are registered Republican and in San Diego the GOP is seeing people jump ship.The San Diego GOP has lost thousands of voters in the last year with San Diego County Voter Registrar reporting 491,783 Republicans in May of 2018— compared to a little more 500,000 in May 2017.“A lot of that is the bullying or the stereotyping that goes on with being a conservative,” said Justin Clark, a 19-year-old conservative running for state assembly in Los Angeles, “you have a lot of people not wanting to identify as conservative, but a large portion of those 'undeclared to say' voters are.”The number of undeclared voters in San Diego is 476,186 in 2018 compared to approximately 461,000 just a year ago.“Whether your for or against the two-party system is irrelevant,” said Clark, “but its how those people feel. It’s why those decline to state numbers keep going up because they want to stay with them, they want to identify as them.”Among the California GOP’ers convening in San Diego the first weekend in May are other young faces.Morgan Murtaugh is a 25-year-old former news anchor running for Congress in California’s 53rd District, which is currently held by incumbent Democrat Susan Davis.Murtaugh says she’s gotten death threats over her conservative political leanings.“I mean my grandparents immigrated here from Mexico,” said Murtaugh, “I’m Mexican and I’m a woman. People look at me and they’re like ‘how are you identifying as a Republican they hate you?’ They don’t.”Murtaugh says she and other young Republicans are trying to break the stigma they say is a fabrication of the other side.“I want to change that assumption, said Murtaugh, “I want people to see that we can be for equal love, and we can be pro-environment. SAN DIEGO (KGTV) - Customers at two Walmart stores in the North County say they received hundreds of dollars in fake bills.Last Thursday night, Billy Wagner went to the Walmart on Center Drive in San Marcos and cashed out a ,000 money transfer from a friend on the east coast."Watched the lady count the money on the counter three times," said Wagner.On the same night - and about five miles away in Escondido - John Whittingham stopped by the Walmart Neighborhood Market on East Valley Parkway to cash a check, receiving four 0 bills. RELATED: Woman frustrated after receiving counterfeit money at Oceanside gas stationThe next day, after he handed over half the bills to pay for a self-storage unit, a manager broke the news. "You won't believe it. These two 0 bills are counterfeit. We marked them, and they're not coming in," said Whittingham.Meanwhile, Wagner's bills were also raising suspicions."I couldn't them unstuck to count them," said Wagner. Wagner took a closer look and saw that eight of his ten bills had the same serial number. He says his bank confirmed they were fake.RELATED: Girls Scouts cheated with counterfeit money"Disbelief. It was extreme disbelief," said Wagner, who filed a report with the sheriff's department.He says there was disbelief, partly because the counterfeit bills look very real except for a few differences."There is no watermark on the fakes. They are also less gritty when you touch them," said Wagner.Of course, the identical serial numbers give the fakes away. 10News compared the bills received by both men, and those fake serial numbers matched. Questions linger. Where did the money come from? How many other customers got the bills? And how did the money slip past Walmart's safeguards?"I never figured going into Walmart, counterfeit money would be floating," said Whittingham.Whittingham did get his money back from Walmart. Wagner is set to meet with a manager at the San Marcos store this week. 10news reached out to Walmart corporate and are awaiting their response. 2039
