SAN DIEGO (KGTV) -- SeaWorld San Diego is being allowed to reopen, but certain parts of the park will have to remain closed, a San Diego County spokesman said.A county spokesman told ABC 10News that the park is being allowed to reopen under California’s guidance for zoos.SeaWorld San Diego will be able to open its outdoor areas of the park, but indoor areas -- such as its aquariums -- and rides will not be open to guests under the specific zoo guidance.Under the zoo guidance, the park will have to post a Safe Reopening Plan like other businesses.It remains unknown when the park will officially reopen; SeaWorld San Diego officials did not immediately respond to ABC 10News’ request for comment.The park has been closed since March due to the coronavirus pandemic. The park's website states that for season passholders, tickets will be extended as long as the closure lasted.The company’s most recent earnings report revealed troubling numbers from the second quarter and first six months of 2020, including revenue down 96 percent compared to the same time last year.Parents around San Diego said the news is a welcome sign after a summer of closures. SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209

SAN DIEGO (KGTV) - San Diego State University warned students Monday about a man who exposed himself to a person at a campus parking structure. The incident happened just after noon Sunday at Parking 1, 5300 College Blvd., SDSU officials said. “The suspect began touching himself inappropriately and then fled northbound toward Alvarado Road,” according to a news release. University officials said the man is in his mid-20s, and Hispanic with dark hair and a tan complexion. He is around 5’7” to 5’8” with an average build. Officials say he was clean-shaven and wearing a black baseball cap, dark or gray shirt, and black pants. Anyone with information was asked to call University Police at 619-594-1991. 714
