(KGTV) - Voters are expressing confusion and frustration after receiving a mailer titled 'COPS Voter Guide.'Brandon Salgado was sorting through the mail this past weekend at his grandfather’s home in Santee when he saw the political mailer."It’s got the badge, says 'COPS Voter Guide.' On the back it says 'COPS' and it's red and blue. Looks like something law enforcement would back," said Salgado.Salgado has family members that work in and with law enforcement, and took a closer look at the mailer’s list of ‘priority’ propositions. At the top, next to Prop 16, which involves the issue of affirmative action, is the word 'NO,' and an arrow pointing to a mailer's description of the proposition: 'For Racial Equality.'"I was shocked that someone should put out that law enforcement is 'No' for racial equality. Just didn’t sit well with me. It’s a bad look, bad optics," said Salgado.Salgado, who thought the mailer had police backing, then saw the fine print, which says 'This organization does not represent any public safety personnel.'So what does it represent?A video on the the COPS Voter Guide website says the Folsom-based group is a non-partisan, public advocacy organization.“The candidates we support have pledged to make public safety a top priority,” explains the group's director in the video.During the 2016 presidential election, the Modesto Bee described it as a 'pay-to-play mailer,' disguising advertisements as endorsements. On the mailer itself, there is the phrase 'paid for' by the candidates or ballot measures."It’s completely misleading ... If I were law enforcement, I'd be upset they appear to be representing me," said Salgado.Salgado, who says the mailer's law enforcement branding is convincing, worries other voters may not read the fine print."Everyone should want the truth and the facts to make a decision for themselves ... Over the phone, a Costco employee in Santee told 10News that more than 1,500 seniors showed up on Tuesday and the store hasn't been that busy since Christmas or Thanksgiving. Once you got inside it was surprisingly empty,” says Jeff.Costco's one of the growing number of stores offering special senior hours. SANTEE, Calif. (KGTV) -- Schools in the Grossmont Union High School District reopened for in-person learning Tuesday, allowing students back on campuses for the first time since the onset of the COVID-19 pandemic in March.A large number of students began in-class instruction on Tuesday, but there were many others who chose to remain at home for distance learning.ABC 10News was at Santana High School in Santee on Tuesday morning as students with masks on trickled onto campus. Each student underwent a health screening before heading into their classrooms.Under the district’s blended learning plan, reopening campuses to a limited number of students is step 2 out of 5. Each school will only have 25 percent of students on their campuses. These students have been split up into different groups A-D depending on factors like their course schedule.RELATED: In-person learning to resume for some in the Grossmont Union High School DistrictThe groups determine which day the students will come to school. Each group will attend in-person learning once a week; the rest of the time they’ll be learning from home. Class sizes will be made up of 8 to 12 students.GUHSD Superintendent Theresa Kemper said it took a lot of organization and brainstorming to make the plan work, making sure they followed the state COVID-19 guidelines while juggling the daily campus routines.Kemper “At the secondary level, you have students traveling to multiple classrooms, and so it took a lot of work in how to break them up in groups so we can have the hybrid model."As for the full-time distance learners, Kemper said they will continue on with their schedule as planned until they can fully reopen their schools.Kemper also added that the district will see how things will go in terms of in-person learning and they’ll continue monitoring the state COVID-19 numbers as they figure out the next step in their reopening plans. 1917

  

SANTEE, Calif. (KGTV) - Doorbell camera video of a coyote following a man on a dog walk in Santee may be another example of coyotes becoming more aggressive in the area.On Monday after 9 p.m. on a quiet residential street, Ring doorbell camera video captures a man walking his dog. Moments later, something emerges from the shadows. It a coyote, and it's in an hurry. The video posted on the Ring app is titled "Beware coyote chasing a man with dog." That's exactly what appears to be happening. In the video, the coyote runs down the street before cutting in the man's direction. It's not clear if the coyote did catch up to the man or dog.Last week, 10News reported on Michelle Cimmarrusti's morning walk with Presley, an 8-year-old Silky Terrier. It unfolded on Palm Glen Drive, about a half mile from the site of the newest video. Two coyotes emerged from a bush and attacking Presley, while he was on his leash. Presley lunged, snapping his collar. He and the coyotes would end in a condo complex, where Presley was killed.Presley was the second dog killed by a coyote in the neighborhood in the last few weeks. Experts say coyotes attacking a leashed dog is a sign they're getting more aggressive in an area, and less afraid of humans, whether is food scarcity or the unintentional feeding of coyotes. 1315
