BRATISLAVA, June 18 (Xinhua) -- Chinese President Hu Jintao and his Slovakian counterpart Ivan Gasparovic held talks here on Thursday and they agreed to take the 60th anniversary of diplomatic ties as an opportunity to consolidate their traditional friendship and enrich the contents of cooperation.     Speaking highly of the longstanding friendship between the two countries, Hu noted in particular the substantial development of bilateral relations since the Central European country gained independence 16 years ago.     Expressing satisfaction at the state of bilateral ties, Hu said there are no outstanding issues left over by history or conflict of interests between China and Slovakia, Hu said. It is the shared goal of the two countries to expand consensus and deepen cooperation, he added. BEIJING, May 12 (Xinhua) -- On China's first "Disaster Prevention and Reduction Day" on Tuesday, Chinese Vice Premier Hui Liangyu called for enhancing public awareness of disaster reduction.     Tuesday also marked the first anniversary of the massive Wenchuan earthquake that rocked southwestern Sichuan Province on May 12 last year and claimed more than 69,000 lives, leaving nearly 18,000 missing.     Hui, also director of the National Commission for Disaster Reduction (NCDR), told a forum on disaster prevention and reduction that "efforts should be made to strengthen the foundation of disaster reduction and step up disaster monitoring, relief and reconstruction so as to create sound conditions for social stability."     Approved by the State Council, or Cabinet, the NCDR, Ministry of Civil Affairs, China Earthquake Administration and Beijing Municipal Government jointly staged an emergency drill Tuesday in Beijing's Haidian District, participated in by students and some members of the public, in a simulated earthquake situation. They practiced evacuation, aid in the air and medical aid.     Hui said the country's disaster emergency and legal mechanism on disaster reduction is being constantly improved and the comprehensive reaction in disaster relief was getting better.     The emergency response system had played a key role in dealing with the 8-magnitude quake and snow disaster in southern China last year, as well as severe flooding, drought and typhoon, and greatly saved people's life and reduced economic loss, he said.     "However, the disaster reduction situation is still arduous as various natural disasters are frequent in China," Hui said.     He called for enhancing monitoring and early warning so as to quickly respond to disasters, consolidating various infrastructures and rural and urban constructions, bringing the army's disaster relief role to a full play and improving disaster relief capabilities to ensure stability of disaster-hit areas.     Efforts should be made to strengthen material and technological storage, public education and official training, he said.

RAMALLAH, June 23, (Xinhua) -- With more than 30 years of involvement in the work related to the Middle East issue, China's new special envoy to the Middle East Wu Sike said on Tuesday that he'll employ his personal experience on the region to help fulfill his mission.     Wu arrived in the West Bank city of Ramallah on Tuesday, starting the second leg of his first regional tour as China's new special envoy.     Upon his arrival, Wu told Xinhua that Chinese and Palestinian peoples have a traditional friendship, China has been long supporting the righteous Palestinian cause, with the positive sign emerged recently on the peace issue, China, along with the international community, is concerning on how to revive the peace process and push forward the process toward a final solution.     With this concern, Wu said the aim of his trip is to know the attitude and response of all sides involved in the peace process on the newly emerged situation, lay out China's stance on the issue, and exert efforts to boost the process with all sides in coordination.     Touching upon the issue of the internal Palestinian dispute between factions, mainly the rival Fatah and Hamas, Wu said Palestinian unity is crucial to solve the Middle East issue.     "Hamas is a major Palestinian faction, which enjoys strong public support," said the envoy, adding that, "it'll be important if Hamas can take an positive attitude toward the peace process and involved in it."     Wu said China is willing to see the success of the internal Palestinian dialogue, and is ready to make efforts on helping Palestinians to achieve national unity.     Wu, former Chinese ambassador to Egypt, was appointed as the special envoy in March this year to replace Sun Bigan.     He has been director of the Department of West Asian and North African Affairs of the Foreign Ministry, ambassador to Saudi Arabia and Egypt, and also the first Chinese plenipotentiary to the Arab League.     Citing his three-decade long diplomatic experiences in the region, Wu said that he witnessed both the disasters and losses caused by conflicts and the development, stability and opportunities brought by peace tracks between countries in the region.     "The contrast between the two tracks makes me convinced that military confront could not bring about the resolution of the Middle East issue, and the only way out is through peace negotiations," said the envoy.     Bearing the belief, the envoy said he will discuss both his personal experience and China's stance on the Middle East issue with all sides during his mediation, and actively involve in the peace process to fulfill his mission. 

BEIJING, April 30 --  The nation's stimulus package has benefited energy conservation and emission controls with energy used to generate growth dropping further in the first quarter, the National Bureau of Statistics (NBS) has said.     Energy intensity, or the amount of energy needed to generate per unit of GDP, dropped 2.89 percent year on year from January to March. That compares with a drop of 2.62 percent in the first quarter of 2008.     Overall energy consumption grew only 3.04 percent in the first quarter from a year earlier while the economy expanded 6.1 percent, the bureau said in a statement.     The NBS said the ratio of the services sector in the overall economy rose 1.6 percentage points, while the industrial sector dropped 1.9 percentage points. Also, the output of six energy-intensive industries fell 12.5 percent from the previous year.     The figures show the stimulus measures have aided efforts to increase energy efficiency, cut emissions and promote economic restructuring, it said.     The government announced a 586 billion U.S. dollars stimulus package last November to prop up domestic demand and maintain growth. But the huge spending plan sparked concerns that officials might compromise on environmental protection and energy saving targets, given the emphasis on growth.     Yet, analysts said little of the government's spending has been allocated to high energy-consuming or highly-polluting projects, while spending on environmental issues has been increased.     Capital requirements for projects such as railways, airports and housing will be lowered to raise investment, said a State Council meeting presided by Premier Wen Jiabao Wednesday.     However, capital requirement for investments in high energy-consuming or heavily-polluting sectors, such as aluminum smelting, will be raised to prevent a rebound of production capacity in such industries.     Of the 230 billion yuan the central government has approved on stimulus spending over the past two quarters, 10 percent went toward energy conservation, emission control and environmental protection projects, the National Development and Reform Commission said in a statement Wednesday.     The figures show the central government wants to strike a balance between growth and economic restructuring, said Chi Fuling, president of the China (Hainan) Reform and Development Research Institute.     The government may even increase spending on energy saving and environment protection as it tries to facilitate industrial transformation, Chi said.     According to the NDRC, the government has earmarked 13 billion yuan in the next three years to expand sewage and garbage disposal facilities to most townships. It has also allocated 4 billion yuan for tackling water pollution in major rivers such as the Huaihe and the Songhuajiang. Forest conservation and energy saving projects get a combined 6 billion yuan.     The government has pledged to reduce energy intensity by 20 percent by 2020 from 2005 levels; and chemical oxygen demand (COD), a key index of water pollution, and emissions of sulfur dioxide (SO2), a main air pollutant, by 10 percent between 2006 to 2010.
