SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom says the state must do more to protect essential workers, many of whom are Latino, from the economic and health harms of the coronavirus. Newsom on Friday said he'll work with the Legislature to expand protections against evictions and expand workers compensation and paid sick leave. He enacted similar policies through executive order earlier this year but many expired or will soon. Latinos make up 39% of California’s population but 55% of confirmed positive coronavirus cases, according to state data. Newsom said the majority of farm workers, construction workers, cooks, food prep workers, truck drivers, cashiers and janitors are Latino. 708

ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass has been ripped from its base in Rochester on the anniversary of one of his most famous speeches.Police say the statue of Douglass was taken from Maplewood Park and placed near the Genesee River gorge on Sunday.On July 5, 1852, Douglass gave the speech “What to the Slave is the Fourth of July” in Rochester. There was no indication the vandalism was timed to the anniversary.The park was a site on the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.Leaders involved in the statue’s creation tell WROC that they believe the nation’s ongoing focus on race could have played a role in the vandalism.The project director of Re-energize the Legacy of Fredrick Douglass, Carvin Eison, questions whether the damage is some type of retaliation because of the calls to take down Confederate statues.WROC reports that the statue is one of 13 placed throughout Rochester in 2018, and it’s the second figure to be vandalized since then.The damaged statue has been taken for repairs. 1082

(AP) — A proposal to make it easier for local California governments to raise taxes or issue bonds for infrastructure projects has failed in the state Assembly.The effort by Democratic Assemblywoman Cecilia Aguiar-Curry was a constitutional amendment. That means it also would have needed approval from voters at the ballot to become law.It would have lowered the threshold for local governments to raise taxes and issue bonds from two-thirds to 55 percent. Supporters say the higher threshold made it too difficult for local communities to raise money for schools, libraries and other projects.But opponents say the two-thirds threshold is a necessary protection for taxpayers.It failed to pass the Assembly despite Democrats holding a supermajority. Gavin Newsom and the Democratic-controlled state Legislature agreed on a budget deal that would to cover the state's estimated .3 billion budget deficit.Newsom and legislative leaders announced the agreement Monday. No details were immediately available about what's in the agreement.But in a joint statement, Newsom and the leaders of the Senate and Assembly say the agreement protects core services including education, health care and the social safety net.The full statement:“The COVID-19 global pandemic has caused a sudden and dramatic change in our nation’s and state’s economic outlook – and has had a cascading effect on our state budget. California was better positioned for this sudden change than at almost any time in its history, building out record reserves following years of responsible budgeting. Even still, the size and scope of the pandemic and the accompanying economic crisis have been unprecedented – leaving California to make hard choices and figure out how to sustain critical services with much less.“In the face of these challenges, we have agreed on a budget that is balanced, responsible and protects core services – education, health care, social safety net and emergency preparedness and response. This budget also invests in California small businesses harmed by the pandemic.“This agreement reflects our shared commitment to supporting schools, and is built on a foundation of equity – allocating billions of dollars for students most affected by learning loss and continuing our state’s leadership toward reforming the criminal justice system.“To be clear, this budget required some tough decisions and more work remains ahead. But they were necessary steps for keeping California on firm fiscal footing while we continue to meet the COVID-19 challenge, protect vital services and our most vulnerable communities, and build a strong fiscal bridge to a safe, speedy economic resurgence. SACRAMENTO, Calif. – Governor Jerry Brown says California has reached an agreement with the Trump administration on a National Guard border mission, according to the Associated Press.The agreement is to deploy 400 California National Guard troops to the border and elsewhere in the state. Wednesday, Brown announced that the troops will begin to deploy by the end of April.The federal government has agreed to fund the mission that will focus on drug and gun crime, not immigration, Brown’s office said.RELATED: President Trump, California Gov. He cannot come to terms for the National Guard to patrol and protect the Border. The high crime rate will only get higher.
