BEIJING, Jan. 8 (Xinhua) -- China is urging the United States to take actions to repair military ties seriously damaged by a U.S. arms sale to Taiwan.     "China-U.S. military ties lag far behind overall relations. The United States should take concrete measures to repair them," Ma Xiaotian, deputy chief of general staff of the Chinese People's Liberation Army, told the visiting U.S. Deputy Secretary of State John Negroponte on Thursday.     China curtailed some military exchanges with the United States after the Pentagon announced a .5 billion Taiwan arms deal last October. It included 30 Apache attack helicopters and 330 Patriot missiles.     It was the biggest arms sale to Taiwan since China and the United States signed the "August 17 Communique" in 1982, in which the United States agreed to gradually reduce its arms sales to Taiwan.     Military contacts between the two countries had become active and fruitful before the Taiwan arms sale. Apart from frequent exchanges at different levels, defense departments set up hotlines and military officials got involved in the China-U.S. strategic talks for the first time last year.     "Military ties, which don't enjoy a solid foundation, were further damaged by the U.S. move," Ma said in his hour-long meeting with Negroponte. "That created an obstacle to exchanges and cooperation in a range of spheres. The responsibility for this belongs entirely to the United States."     Last December, U.S. Deputy Assistant Secretary of Defense David Sedney came to Beijing in an effort to find ways to mend strained military ties. The visit didn't produce any substantive progress.     "I think it will take a long time to restore military relations," Ma said.     With his principal mission of commemorating the 30th anniversary of U.S.-China diplomatic ties, Negroponte hailed the increased exchanges and positive dialogues between the two countries over the past three decade.     "It is fair to say that our military-to-military relationship is not as advanced as the other aspects, like commercial and financial ties. There is work to be done," Negroponte said.     "Probably nothing that I can do or say will cause the exchanges to be restored between now and the end of the Bush administration, which has 10 days left."     Negroponte said the U.S. defense policy would generally continue as the current Defense Secretary Robert Gates will stay in the Obama administration and Chairman of Joint Chiefs of Staff Michael Mullen will keep his function.     "Hopefully in time these ties and exchanges will be restored because they are in the mutual interests of the two nations," he said.

BEIJING, Jan. 6 (Xinhua) -- China's rural areas have the biggest potential in boosting domestic demand, said Chinese Vice Premier Wang Qishan during visits to the countryside concluded on Tuesday.     China should "especially place priority on tapping the rural market and developing the countryside" when spreading global financial crisis blunted the country's economic growth, said Wang.     He made the remarks when visiting towns, rural stores and farmers in central China's Henan Province on Monday and Tuesday.     More chain stores should be set up in the countryside to facilitate rural consumption, Wang said.     He also urged local officials to well implement policies to subsidize farmers' purchase of home appliances.     Financial institutions should develop more services targeting the need of farmers and rural enterprises, he said.     In its latest effort to boost rural consumption, China has decided to roll out a 13-percent subsidy nationwide for farmers who buy home appliances, starting from Feb. 1.     China has announced a 4 trillion-yuan (586 billion U.S. dollars) fiscal package to stimulate domestic demand.

VICTORIA, Nov. 12 (Xinhua) -- At the invitation of Seychellois President James Alix Michel and Speaker of the country's National Assembly Patrick Herminie, Chinese top legislator Wu Bangguo arrived here Wednesday afternoon to begin an official visit to the country on the final leg of his five-nation African tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid development of the China-Seychelles relations in the past 32 years since the two nations forged the diplomatic relations, noting that the bilateral cooperation between the two nations have brought concrete benefit to the two peoples. BEIJING, Jan. 31 (Xinhua) -- Chinese President Hu Jintao held a telephone conversation with his U.S. counterpart Barack Obama on bilateral ties Friday, with both sides expressing the willingness to further the ties.     The Chinese president said China is ready to strengthen dialogue, promote mutual trust and expand cooperation with the United States in a bid to confront various global challenges together and push forward a stable development of the Sino-U.S. relationship.     Hu said the core interest of either country should be respected by each other and taken into consideration.     As the contagious financial crisis is still producing severe influence to national economies and people's lives, the international community should strengthen coordination and promote closer cooperation to stand up to the challenge, Hu said.     Describing the Sino-U.S. ties as the most important bilateral relations for both sides, Obama said enhancing bilateral constructive dialogue and cooperation is in the interest of not only the two countries themselves, but the world at large.     The U.S. side is expecting closer cooperation with China on major international and regional issues, he said, adding that the U.S. government is willing to join hands with China to develop a more active and constructive bilateral relationship.     Hu Jintao said China acknowledged U.S. efforts in stabilizing the financial market and stimulating the economy, adding that China is willing to further strengthen communication and coordination with the U.S. side in macroeconomic policies, and firmly oppose trade and investment protectionism.     Hu said China will join hands with the United States to work toward fruitful achievements in April's Group of 20 (G20) summit in London and promote healthy and stable development of the world economy and finance.     Obama said it is crucial for the United States and China, the two most important economies, to enhance cooperation.     Both sides exchanged visit invitations. The two leaders agreed to meet in the Group of 20 (G20) summit slated for April in London.
