LIBREVILLE, Nov. 7 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo held talks here on Friday with President of Gabonese National Assembly Guy Nzouba Ndama, saying that the National People's Congress (NPC) of China is ready to step up cooperation with the parliament of Gabon to add new vigor into bilateral relations and jointly push forward friendly relations between the two countries.     Wu, chairman of the Standing Committee of the NPC, China's top legislature, called Gabon a true friend of China, saying that China is satisfied with the growth momentum of the bilateral relations and the two countries have seen healthy and stable development of friendly and cooperative relations since they established diplomatic ties 34 years ago.     Wu said that the two sides have achieved remarkable results in cooperation between governments, parliaments and various political parties in fields such as economy and trade, culture and education as well as public health. Speaker of Gabon's Senate Rene Radembino Coniquet (R) shakes hands with Wu Bangguo, chairman of the Standing Committee of China's National People's Congress, the country's top legislature, during their meeting in Libreville, capital of Gabon, Nov. 7, 2008.    "We have established our close consultation and cooperation on international affairs, and more importantly, we have made breakthroughs on working together on some big-scale projects," Wu said.     "It's the treasure to both sides and China will make joint efforts with Gabon to step up cooperation in all dimensions," he added.     Wu said that the NPC represents the will of Chinese people and shoulders very important responsibility to promote the friendship between Chinese and Gabonese.     He called on the two countries' parliaments to boost their exchange and cooperation, especially between the parliamentary ad hoc committees and various friendship groups.     Echoing Wu's views on the bilateral relations and inter-parliamentary cooperation, Ndama said that the frequent mutual visits between the two countries' leaders have pushed forward the bilateral ties into a new stage of development, which he said already brought substantial benefits to the Gabonese people.     He suggested that the two nations should work closer to expand their cooperation on culture, education, aviation and tourism, reiterating that Gabon would continue to adhere to the one-China policy and support China's peaceful reunification.     Ndama also said that the relations between the two parliaments have showcased the Gabon-China friendly ties and the Gabonese National Assembly hoped to maintain the frequent exchanges to expand mutual understanding and consolidate substantial cooperation in various fields.     The Chinese top legislator also met with Rene Radembino Coniquet, speaker of the Gabonese Senate, on the same day. The two sides voiced commitment to boost the bilateral relations and enhance their cooperation to a higher level.     "The facts have already proved that the growth of the China-Gabon relations not only benefits the two countries and their people, but also helps to promote the peace and development of the world," Wu told Coniquet.     Wu arrived here on Thursday afternoon for a two-day official visit to Gabon. He will fly to Ethiopia on Saturday to continue his five-African nations tour, which also includes Algeria, Madagascar and Seychelles.

BEIJING, Dec. 10 (Xinhua) -- A compensation scheme for families of sickened and dead babies in the tainted milk powder scandal, which caused a food safety scare in China, is under review, a Health Ministry spokesman said on Wednesday.     The ministry is collecting medical records and checking statistics to make preparations for compensation, spokesman Mao Qun'an told reporters.     Mao said he "has not been authorized to release details" about the compensation plan but assured the media that relevant departments are working on it and will release the results after the plan is adopted.     Mao also said local governments paid a large amount of money for hospital ultrasound equipment and medication after more than 22 million children needed testing after drinking formula containing an industrial chemical known as melamine. That testing started in September.     Children who were confirmed to have developed kidney stones received free treatment.     The ministry said earlier it was likely six babies died from drinking toxic milk powder. Another 294,000 infants suffered from urinary problems such as kidney stones.     The General Administration of Quality Supervision, Inspection and Quarantine publicized the names of 22 dairy companies which produced milk products containing melamine after milk powder produced by Sanlu Group was found to contain the banned chemical in mid September.

LANZHOU, Jan. 18 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the restoration of people's livelihood in the quake-hit regions during his visit in northwestern Gansu Province between Jan. 15 and Jan. 17.     Some areas of Gansu were shattered by the devastating May 12 earthquake centered in Wenchuan of neighboring Sichuan Province last year. Chinese Vice Premier Li Keqiang (R) visits poor villager Liao Zhenxiang in Hedong Village of Longnan City, in northwest China's Gansu Province, on Jan. 16, 2009. Li Keqiang, also a member of the Standing Committee of the Communist Party of China Central Committee Political Bureau, made an inspection tour in Gansu Province from Jan. 15 through 17. Efforts should be made to ensure that all people in the quake-hit regions had enough food to eat, had clothes to resist the cold and were well housed in the freezing winter, Li said when visiting quake-affected villagers.     More support should be given to speed up the building of permanent housing with a precondition that the quality must be guaranteed, he said.     "Housing construction can not only help quake-affected people restore life as soon as possible, but is also helpful to boost investment, consumption and economic growth," he said. Villager Zhao Danlin (2nd L, front) displays his relief coupon to Chinese Vice Premier Li Keqiang (L, front) in the Longtou Village of Longnan City, in northwest China's Gansu Province, on Jan. 16, 2009He also called for quicker restoration of public facilities, which would serve the economic and social development in the quake-hit regions.     During his visit in Longfeng Village, Li talked with some farmers who had returned because of employment difficulty in cities.     There were lots of job opportunities in the country, he said. "You can go to the interior region if it is hard to find a job in the coastal area; you can shift to work in the service sector as job opportunities are limited in the industrial sector; you can also start your own business at your hometown without going outside."     Li urged governments and departments concerned to provide more training and guidance to help rural workers get a job and guarantee a stable increase in employment.

BEIJING, Jan. 1 (Xinhua) -- China Dairy Industry Association (CDIA) on Thursday told Xinhua more information on setting up a medical compensation fund for victim babies in the tainted milk powder scandal.     "The scandal caused great harm to infants and the society, so firms involved in the scandal feel very regretful for this. To be responsible for their wrongdoing and rebuild the dairy industry's reputation, these companies offer to shoulder social responsibilities," said the association.     Sanlu, the dairy producer at the center of the tainted milk powder scandal, and other 21 firms blamed in the scandal had decided to set up a compensation fund for the victim infants.     "The money from these companies for this fund has been in place now. The fund will cover the charge on acute disease medical treatment and the one-time cash payment for victims," said the Beijing-based association.     But no specific amount of the fund or compensation for each victim baby was revealed.     "The fund is big enough to cover all the medical care charge for the victim infants and the compensation work is now underway," according to the association.     "After the acute disease medical treatment, if those infants develop related diseases before they are 18 years old, they can also get full reimbursement for their medical expenses from the fund," the CDIA added.     The fund will be entrusted to China Life Insurance Co., Ltd., the country's leading life insurer, to manage. To make it easier for the victim families to get compensation, they can get the medical charge reimbursement through China Life's outlets nationwide.     China's tainted dairy scandal was exposed in September after babies who had milk powder produced by the northern Hebei Province-based Sanlu Group developed kidney stones.     Other leading dairy firms were also involved. The contamination killed six babies and more than 290,000 infants suffered from urinary problems such as kidney stones.

TEHRAN, Jan. 14 (Xinhua) -- Iran and China signed a 1.76 billion U.S. dollars deal here on Wednesday for the initial development of Iran's North Azadegan oil field, the official IRNA news agency reported.     The deal was signed between China National Petroleum Corporation(CNPC) and the National Iranian Oil Company (NIOC) in the presence of Iranian oil minister Gholam Hossein Nozari and Chinese ambassador Xie Xiaoyan, IRNA said.     The North Azadegan oil field which located in Iran's western province of Khuzestan has an estimated reserve of six billion barrels of oil and can produce 75,000 barrels per day for 25 years, Nozari was quoted as saying.     Under the deal, CNPC is committed to developing the oil field in two phases, IRNA said.     Oil output of the North Azadegan oil field will reach 150,000 barrels per day when both the two phases of the project are finished, Nozari added.     According to IRNA, the deal is in the form of buy-back terms, based on which CNPC hands over the operation of the field to NIOC after development and receives payment from oil production for a few years to cover its investment.     The period for the development and reimbursement for the first and the second phase of the field would be about 12 and 17 years, Nozari said.
