SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint.In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer. SAN DIEGO (CNS) - Eight people were selected to serve on the county's Independent Redistricting Commission, in a random drawing during today's San Diego County Board of Supervisors meeting.Commissioners will redraw boundaries for the county's five supervisorial districts by December 2021, based on new federal census numbers.Those chosen to serve are David Bame, Colleen Brown, Amy Caterina, Chris Chen, Sonia Diaz, Barbara Hansen, Arvid Larson and John Russ.Bame lives in District 1; Russ lives in District 2; Caterina is in District 3; Diaz, Hansen and Larson live in District 4; and Brown and Chen live in District 5.The redistricting process happens every 10 years. Andrew Potter, clerk of the Board of Supervisors, said the commission will have 14 members with the appropriate skills, and also reflect the county's political diversity.Using a raffle roll cage, Potter and two colleagues drew names from a pool of 59 qualified applicants. Nearly 300 people applied to serve on the volunteer commission.The commission will meet later this month, and choose six more members out of 51 qualified applicants. There must be a full commission seated by Dec. 31, according the county.The commission must hold at least seven public hearings, and at least one must take place in each supervisorial district. SAN DIEGO (CNS) - An annual reading program by United Way of San Diego County helped nearly 500 students in the City Heights neighborhood improve their literacy skills, the nonprofit announced today.The "Readers in the Heights" summer reading initiative included 479 students from elementary schools in the City Heights area, a sharp increase from the program's 40 participants just two years ago. The program is intended to combat "summer slide," when students lose literacy gains they made during the school year. According to United Way, 86 percent of students assessed at the beginning and end of the program maintained or improved their reading comprehension."We use proven assessment tools to measure impact and they show that these literacy practices have made significant progress in student reading," United Way of San Diego County President and CEO Nancy Sasaki said. "These practices help close learning gaps and open new worlds by creating happy, excited and confident readers."United Way partnered with the San Diego Unified School District, the San Diego Public Library, the San Diego Police Department, PrimeTime SAY San Diego and Words Alive to produce the program.Members of the literacy group Words Alive trained members of the program's staff on how to implement evidence-based reading practices across the program's seven sites, including four elementary schools in and around City Heights. The students totaled nearly 10,000 hours of literacy learning during the 20-day program and received a total of 900 free books."Research shows that children who don't have access to books, camps or enrichment programs during the summer recess can lose more than two months of reading skills and can fall behind almost three months in their learning," said San Diego Unified School District Superintendent Cindy Marten. SAN DIEGO (CNS) - A woman who pointed what turned out to be a pellet gun at two San Diego police officers who followed her into a downtown parking structure during the Rock-N-Roll marathon is scheduled to be sentenced Friday.Mona Elease Williams, 59, pleaded guilty in September to a pair of felony counts of resisting an executive officer by threat or violence. She faces a maximum of eight years and four months in state prison.On the third day of the defendant's preliminary hearing three months ago, Deputy District Attorney Michael Runyon dismissed allegations that Williams personally used a deadly weapon in the crimes. He said that because he couldn't prove that the pellet gun was loaded, the allegations had to be dismissed.Williams -- who has convictions for burglary in 1986 and assault in 2003 and was sent to prison in 2015 -- would have faced 62 years to life behind bars if convicted as charged.The defendant's good friend, Lisa Wilson, testified that Williams texted ``death by cop'' hours before the June 3 confrontation with officers. In body-worn camera video recorded as Williams was arrested, she is seen frantically trying to explain to Officer Ronald Hamilton that she is bipolar and off her medications.``She told me she wanted to harm herself,'' Hamilton testified. The officer said Williams was acting erratically, breathing heavily and was showing signs consistent with someone under the influence of methamphetamine.Minutes earlier, an officer followed Williams after a motorist trying to find a parking space told the officer that Williams -- driving Wilson's car -- hit her from behind and took off.
