(KGTV) - The parking lot of venue and nightclub Over the Border in Chula Vista would be sitting empty right now as the business takes a pause during COVID-19, but it’s instead filled with local vendors. In the lot on Main Street and Fourth Avenue, visitors can buy anything from fish tacos and flowers to Mexican food and coffee.Just Coffee opened up about two weeks ago and owner Tyler Detweiler said he knew it was a bold move to start a new business in the middle of a pandemic, but it’s been successful so far.“People come here with the best moods. They’ve been making their own coffee for three months, four months now, and they want to go get a coffee that tastes like real coffee from a real espresso machine,” said Detweiler.He said another draw has been thanks to his business partner, the owner of Keto Dessert Company. James Baum usually delivers his sugar-free desserts to various locations in the Chula Vista area, so the partnership means one central place for locals to find his treats.Baum said his drive to sell keto dessert comes from his personal background.“They just thought I was a slow learner and then I got older and took this super long test of hundreds and hundreds of questions and realized I’m autistic,” said Baum.He said a sugar-free diet can benefit people with autism so he started the company as a way to bring dessert to keto diets. With the new spot, he’s also been able to meet members of the community and show them how successful a person with autism can be.“For me it’s a business, maybe it’s for you something else, but don’t quit. People are going to put you down and I get that all the time but I come right back up, you know. (KGTV) - A Chula Vista mom says she was left holding the bag when her son's school wouldn't let her drop of her his lunch, which was needed for medical reasons.Adriana Escodbedo says the fruit, veggies, and turkey sandwich she packed for her 13-year-old son Danny on Thursday served a purpose. Early that morning, he was at the hospital getting an injection for a medical condition. Though he had some food afterward, his lunch period at Eastlake Middle School wasn't for another six hours."It's recommended they have something in their stomachs if they're getting injected with this medication," said Escobedo.RELATED: Parents concerned with short lunch times at San Diego Unified schoolsAfter Escobedo dropped him off at school, she discovered that Danny - for the first time ever - left his lunch in the car. Hours later, she went back to the school to drop it off and went to the main office."I let the two women in the office know that he took medication that day," said Escobedo.Escobedo say she wasn't allowed to drop off the lunch, but could set up an account in the cafeteria. Escobedo declined, as Danny has food sensitivities."As a mom, I just felt so frustrated. Are you kidding me? She checked her son out of the school, walked off campus, handed him the lunch, and then checked him back into the school.10News reached out to the Sweetwater Union High School District. A spokesperson says the policy is spelled out in the school handbook. The years-old policy came about because too many lunch drop-offs ended up sapping school resources and creating concerns about food spoilage. The district says there are exceptions - including medical reasons - but in this case, Escobedo didn't bring up the health issues, which she says is not true. She says staff should be trained to know the policy and any exceptions."As a mom you just want to do what's best for your child," said Escobedo.The district spokesperson tells 10News:"the front office staff will make an exception based on the situation and only on a limited basis ... the staff members who spoke with the parent said that they offered to call the student out of class so that they could give the student their lunch. The parent did not seem pleased with the responses she was being given and left. Had the parent asked for more clarification, or asked to speak with a school administrator, we could have very easily resolved this matter. Our staff also said that the parent made no mention of health/dietary issues, because again, this would have enabled staff to make an exception in this case.Nutrition is vital to student success which is why we offer a variety of options and all of them healthy and meet state nutritional guidelines. Even if a student does not have an active account, our school never deny a student a meal and the meals we provide would be the same as for a student with an active account ... If parents do have a medical/dietary concern, we ask that they let us know. A meeting with either the school nurse or one of our assistant principals establishes this and we can go forward in a positive way." 3297

(KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222
