SAN DIEGO (KGTV) — An elderly Army veteran is warning others after he was brutally attacked while riding his mobility scooter in North Park.Around 3:30 p.m. Tuesday, 81-year-old Phil Severns was headed to a grocery store on the scooter when it happened."I just felt a sharp blow on the right side of my head. It almost knocked me out ... My glasses came off and were broken,  and my head hurt terribly," said Severns.Severns says he turned around and saw two concerned women who described his attacker. He looked and saw a man on the run a block away, described as a black man in his mid-20s with long hair, a lean build, and blue shirt and shorts.MAP: Track crime happening in your neighborhoodAt that moment, Severns says he kept thinking that he had to find out who did it. Severns decided to go after him, following him into a nearby CVS Pharmacy parking lot, where he found the man swinging a sock that appeared to be filled with rocks."Confronted him and asked him why he hit me," said Severns.The answer? A claim that Severns had hit him first, which Severns calls untrue. Before the man took off, there was more odd behavior.    "Just walking in circles and waving that sock," said Severns.It appears he wasn't done. Across the street at Walgreens, managers tell 10News they believe the same homeless man punched a clerk an hour later, the second such altercation with the man in the past year. It's a revelation that makes Severns more fearful."He's dangerous and acting crazy. SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250

  

SAN DIEGO (KGTV) - A U.S. Navy sailor from the USS Carl Vinson aircraft carrier was injured on his ship Friday.The sailor was struck by a towed aircraft on the flight deck around 6:30 p.m.A Navy news release reported the sailor was flown to Scripps Hospital in La Jolla for treatment. The sailor's injuries are not life-threatening.The USS Carl Vinson is conducting a training exercise off the coast of Southern California. The investigation into the incident is underway, the Navy said. 500
