SAN DIEGO (KGTV) — Despite not being on the state's watch list, San Diego County leaders warn it could be a matter of days before the region joins 19 other counties being monitored for rising coronavirus cases.Wednesday, County leaders and health officials mapped out the path that will result in the county avoiding or making California's County Monitoring List. "We have to really recommit and refocus ourselves to adapting to the reality we face," Supervisor Nathan Fletcher said.Under the state's metrics, counties are placed on the list after any one of the following thresholds is met for three days in a row:Average number of tests per day is less than 150 per 100,000 residentsCase rate over 14 days per 100,000 residents is greater than 100 cases OR greater than 25 cases with a 7-day percent of testing positivity equal or above 8%Greater than 10% increase in three-day average of COVID-19 hospitalized patientsLess than 20% of ICU beds available or less than 25% or ventilator availableSan Diego County crossed the case rate metric on June 30 with 105 cases per 100,000 residents. SAN DIEGO (KGTV) — Despite having the most coronavirus cases of any local university, large off-campus parties continue to be an issue for San Diego State University and nearby residents.Students living off-campus have been attending large parties, according to neighbors. As of Saturday, SDSU had 1,184 COVID-19 cases, 767 of those cases being reported in off-campus students.Locals living in the College Area says many students continue to ignore public health orders and hold large, loud parties with no physical distancing or mask wearing."It's really frustrating and at this point, I feel like there's not a lot that we can do because you know those people, they're just going to keep doing what they're doing," one neighbor said.In a statement to ABC 10News' reporting partner KPBS, San Diego State says more than a hundred notices of violations have been delivered to residences in the college area. The university also contracts elite security to keep an eye on the neighborhood surrounding the school for any violations. If a security guard notices a party, they call police to respond. As of Friday, Cal State San Marcos had reported 18 total COVID-19 cases, three of which were off-campus. At UC San Diego, there have been 106 coronavirus cases since March 1, with three being reported since Oct. 1. Since Aug. 16, the University of San Diego has reported 130 confirmed and 17 probable cases, with 127 COVID-19 cases being non-residential students. 1465

SAN DIEGO (KGTV) — Even though Americans could start getting vaccinated in days, experts say people who get the shot will still need to wear masks and practice social distancing until scientists can answer a key question: whether immunized people can continue to spread COVID-19.The clinical trials by Pfizer and Moderna showed the two vaccines were about 95 percent effective, but what that really means is they were 95 percent effective at preventing COVID-19 symptoms. The trials did not measure whether vaccinated volunteers got infected without showing symptoms. That means “it is possible and conceivable” that immunized individuals could still be silent spreaders, said Dr. Christian Ramers of Family Health Centers of San Diego. “You’re not going to get sick, but you still get an asymptomatic case, pass it on to your grandmother and kill her.”Both the Pfizer and Moderna vaccines are injected into the arm muscle to stimulate production of antibodies. From there, the antibodies can quickly get to the lungs to fend off severe infection. But experts say the antibodies may have less access to the nose and throat, the primary entry points for the virus. Some studies have suggested that people without symptoms can still have high enough levels of coronavirus in their nose to infect other people.“The vaccine is doing something to prevent disease. We don't really know yet if it prevents transmission,” said Dr. Ramers. “So we have to fall back on all those fundamental things like distancing, masking and washing hands.”Still, experts say there are encouraging clues that vaccinated people may be less contagious. A study in October found antibody levels in the blood were similar to levels in saliva.AstraZeneca had volunteers in its trial test themselves for signs of infection and reported there were fewer asymptomatic cases. However, the company has not yet provided details and its vaccine relies on different technology than Pfizer and Moderna’s mRNA candidates.Until we know more, doctors say vaccinated people will have to keep wearing masks -- potentially until there we achieve herd immunity.“There is modeling to suggest that it will be summer until we reach the point where there are enough people vaccinated that this curve of new cases really starts to go down,” Ramers said. There’s a chance we could get good news before then. Both Pfizer and Moderna say they’ll start testing their volunteers’ blood to reveal if they got infected after vaccination.Pfizer plans to examine a subset of its volunteers. Moderna said it will analyze blood from everyone in the trial.Moderna said it will take several weeks to produce results. 2656

SAN DIEGO (KGTV) -- Dozens of parents chanted "Too much, too soon," and " Protect our kids, protect our kids," before the school board meeting Tuesday evening. This is the the third time in less than one year that parents have shared their concerns about the district's Sexual Health Education Program (SHEP).  The district started teaching the program last year to students in sixth, eighth and high school following the state's passage of the California Healthy Youth Act.RELATED: Parents keep kids home to protest sex-ed programAshley Bever is a substitute teacher in the district and mom of two middle school students. She kept her kids home from school Tuesday in protest of the program that she calls too graphic. "I don't think you need to give kids more explicit content in order for them to make good choices. We just want it to be age appropriate," she said. "We don't think talking about oral, anal, and vaginal sex in the sixth grade is entirely appropriate or telling middle schoolers you can use a flavored condom."Other parents told the board the material promotes sexual experimentation and doesn't do enough to promote abstinence and pregnancy prevention.    "It's not about sex education, it's not about biological science, it's about promulgating and pushing a world view upon them. It's about sowing the seed of idea of gender confusion, gender dysphoria is what you're trying to promote," one parent told the board. District officials say students can opt out of the program with a note from their parent. They say less than one percent did so in 2017.The board maintains the program is state mandated, but attorney Dean Broyles with the National Center for the Law and Policy said that's not true. "There are only recommended curriculum, there are no mandated curriculum under the CA Healthy Youth Act because it's too new and a framework has not even been developed yet," said Broyles. Broyles told the board parents have been waiting almost a year for the public records that show how the curriculum was adopted. He told the board if they don't get the records soon, they'll go to court to fight for them. The board did not take any action on the issue. The item was not on the agenda. Parents say they've been asking the board to put it on the agenda for nearly a year. 2396
