LOS ANGELES (AP) — California’s Republican Party has acknowledged owning unofficial ballot drop boxes that state election officials say aren’t allowed. California election officials received reports about the boxes in Fresno, Los Angeles and Orange counties. On Sunday, the secretary of state issued a memo telling county registrars the boxes are illegal and ballots must be mailed or brought to official voting locations. State GOP spokesman Hector Barajas said Monday the party owns the boxes. He declined to say how many exist and where they are located. Barajas said the state’s law governing so-called ballot harvesting allows an organization to collect and return groups of ballots. He said the GOP’s boxes are no different than methods use by Democrats to ensure ballots get returned.Neal Kelley, the Orange County's registrar of voters, said official drop boxes are clearly recognizable and carry the official county elections logo. LOS ANGELES (AP) — Authorities believe rising rapper Pop Smoke was shot and killed during a Los Angeles home-invasion robbery in February after his social media posts led five suspects to the house he was renting. Police arrested the suspects Thursday morning in Los Angeles. Pop Smoke's legal name is Bashar Barakah Jackson. Police had initially discounted a robbery theory in the days after the 20-year-old New York rapper's death Feb. 19 at a home in the Hollywood Hills. Now, authorities say the group likely went to the home because they knew Pop Smoke was there from the social media posts. 604

LONG ISLAND, N.Y. — A helicopter crashed offshore near Jones Inlet Wednesday afternoon, according to the U.S. Coast Guard.Officials said the pilot, a 64-year-old man, appeared to be attempting a controlled descent at Meadow Island at around 4:15 p.m. Wednesday. The chopper landed in an area with about three feet of water.Rescue crews from the Coast Guard and several other local agencies responded. The pilot was rescued from the aircraft and taken to a local hospital with minor injuries, including a facial laceration and back and rib pain. He was the only one on board.There was also some damage to the helicopter.Chief Petty Officer David Turner of the U.S. Coast Guard said he did not know the cause of the crash, nor did he know details of the flight plan.There was very thick fog in the area Wednesday, and while Turner did not know if it was a contributing factor to the landing, he said it's difficult to operate in those conditions.Visibility was only a half-mile in the area at the time of the incident with misty conditions in the area."I kept on hearing this helicopter, circling and circling, and after a couple of circles, it didn't sound right to me," said Damian Walsh the man who helped rescue the pilot and took video of the immediate aftermath.Walsh was out on his boat when he says a thick fog quickly rolled in around 4:30 p.m. Wednesday afternoon."It turned pretty quickly probably had about 20 yards of visibility," he said.He and another boater rushed to the scene after hearing a loud splash.One coast guard officer told Walsh that the pilot fell 1,000 feet in three seconds.The helicopter fell into shallow water."He was lucky; if he fell 50 yards over, he wouldn't have survived," Walsh said. "I got him on the boat; I called his wife, let her know he was alight."Walsh said he and a couple of other Good Samaritans got him over to rescuers."They wouldn't have found him in that fog. LOS ANGELES (CNS) - A report released Thursday shows that fewer wild animals have been struck by vehicles in three states during shelter-in-place orders, with the number of mountain lions killed in Southern California and elsewhere in the state declining by more than 50%.Researchers at the UC Davis Road Ecology Center determined that 56% fewer mountain lions were killed in California between the 10 weeks before the stay-at-home orders compared with the 10 weeks after, with the number of large wild animals being killed by vehicles falling 21% from 8.4 per day to 6.6 a day."The reduction in numbers of wildlife killed is surprising, and is a silver lining for both wildlife and people at this difficult time," said Winston Vickers, who directs the California Mountain Lion Project, a program of the Karen C. Drayer Wildlife Health Center in the UC Davis School of Veterinary Medicine."For Southern California mountain lions, even one lion making it across a road instead of being killed can be very significant for populations like the ones in the Santa Monica or Santa Ana mountain ranges," Vickers said.The UC Davis researchers analyzed traffic and collision data collected from California, Idaho and Maine, which have advanced systems for tracking wildlife-vehicle conflict. The study provides the first evidence that wildlife- vehicle conflict decreased along with reduced vehicle travel during the response to the COVID-19 pandemic, said Road Ecology Center director Fraser Shilling."There is a statistically significant decline in wildlife deaths on highways in all three states following reductions in traffic this spring," Shilling said. "This has not been the case for any of the previous five years for these three states. If anything, there is usually an increase in spring."If it continues, the respite could amount to about 5,700 to 13,000 fewer large mammals being killed each year in the three states, and 50 fewer mountain lion deaths per year in California, he said.The positive impacts noted in the report "are likely to be just the tip of the iceberg of reduced deaths of wildlife on U.S. roads and highways," given the under-reporting of large animals involved in collisions with vehicles and the lack of systematic reporting of smaller animals killed on roads, Shilling wrote.He plans to continue to watch closely for impacts to wildlife given a two-to-three-fold increase in traffic in recent weeks as states reopen their economies.Shilling noted "the clear link between traffic and rates of mountain lion death," and said puma populations must be protected from traffic, especially in Southern California and the Bay Area, to reduce mountain lion mortality.In a unanimous decision in April, the California Fish and Game Commission moved a step closer to protecting six struggling mountain lion populations, including those in the Santa Monica and Santa Ana mountains, under the state's Endangered Species Act.The commission's decision cleared the way for a yearlong review on whether the six populations of mountain lions should be formally protected under the state act, with the act's full protections applying during the yearlong candidacy period.Supporters are seeking "threatened species protection" -- which is designed to protect species that at risk of extinction in the foreseeable future without improved management -- involving the "most imperiled populations" of mountain lions in California, according to Tiffany Yap, a biologist at the Center for Biological Diversity and primary author of the petition.Researchers with the National Park Service, UC Davis and UCLA warn that if enough inbreeding occurs, the Santa Ana population could go extinct within 12 years, and the Santa Monica population within 15 years.The state Department of Fish and Wildlife had recommended the move shortly after P-56, a male mountain lion in the critically endangered Santa Monica population, was killed in January under a state-issued depredation permit by a landowner who had lost livestock to the big cat.Planning and fundraising is underway for a wildlife crossing over the 101 Freeway in the Liberty Canyon area of Agoura Hills that would provide a connection between the small population of mountain lions in the Santa Monica Mountains and the large and genetically diverse populations to the north. 4335

LOS ANGELES (KGTV) - A vigil held Wednesday for a bicyclist killed at an intersection in South Los Angeles on Tuesday became the scene of another hit-and-run crash that injured a pedestrian."The driver of a tan-colored Honda Accord drove through the vigil at the intersection of Manchester and Normandie avenues shortly after 1 p.m.," Los Angeles police Officer Tony Im said.The video from the scene captured the sedan striking the pedestrian, who is then flung into the air, appearing to hit his head on the car windshield and finally landing on the asphalt.RELATED: GOOD SAMARITAN HIT WHILE HELPING MOTORISTAfter rolling to his feet, he hopped over to the sidewalk on one foot, seemingly injuring his right leg. He then collapsed onto the sidewalk where onlookers came to his aid.As the suspected hit-and-run motorist drove off, a group from the dozens of bicyclists taking part in the vigil attempted to follow the vehicle, including people running after the driver.During the vigil, "some rocks and bottles were thrown toward responding officers and a patrol vehicle, but no officers were injured and no arrests were made," Im said.Police were able to eventually clear the intersection. A department SUV can be seen having its rear window smashed.According to the LAPD's South Traffic Division, the bicyclist killed Tuesday was a man in his early 20s, who was struck by a white Porsche Cayenne SUV. The victim was identified in news reports as 22-year-old Frederick Frazier."The driver of the SUV that hit the young man was heading east on Manchester when the collision occurred.
