SAN DIEGO (KGTV) - San Diego County residents grabbed umbrellas and raincoats Wednesday as a cold storm system brought showers, flooding, winds, lightning, and snow to Southern California. Wednesday will be cooler and windier, with the heaviest rain and threat of flooding between 11 a.m. and 3 p.m., according to 10News meteorologist Megan Parry. A Flash Flood Watch was in effect Wednesday until Thursday at 1 a.m. for the coast and mountain areas. According to police, 77-year-old David McArthur left his home on the 7900 block of Wing Span Drive around 10 a.m. to work on his boat at The Southwestern Yacht Club. He was last seen walking toward his vehicle in the parking lot of the yacht club, according to a family friend. McArthur was diagnosed with Alzheimer’s six years ago. McArthur is described as a white man, 77-years-old who is bald with grey hair on the sides and a thin build. Police say he also wears a yellow metal wedding ring and black band digital watch on his left wrist. McArthur is from New Zealand and speaks with a slight accent. SAN DIEGO (KGTV) — San Diego Police have released a sketch of an attempted homicide suspect they say tried to rob a man at Emerald Hills Park last month.On July 11 at about 2 p.m., a 23-year-old man was at Emerald Hills Park when an unknown suspect tried to grab his cell phone from a park table. A fight started between the man and suspect before the suspect displayed a box cutter and told the man, "I am going to kill you," police said.The suspect stabbed the man in the left arm with the box cutter and strangled the man, before fleeing the scene. The suspect was last seen walking into a canyon near KeltonRoad and State Route 94.The victim was taken to a nearby hospital and was treated for the cut to his left arm requiring 18 staples.The suspect was described as a Black male, about 40 years old, standing about 6-feet tall, and weighing 170 pounds. He has a thin mustache and goatee, and had "Jaundice" or yellowing to the white portion of his eyes, police said. SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future.
