BEIJING, Aug. 24 (Xinhua) -- China's top legislature, the National People's Congress (NPC), has proposed a reform in income distribution be launched as soon as possible, aiming to increase residents' income and narrow the gap in wealth.Officials of the Financial and Economic Affairs Committee of the NPC said they have completed a research report on distribution of national income and made the proposals to be included in the 12th Five-Year Plan (2011-2015).The research report proposes increasing the proportion of residents' income in national revenue and the proportion of labor rewards in the primary distribution of national income. It suggests that the reforms should seek to enlarge the middle class until it becomes the largest sector in society. The report also offers proposals on taxation and social security.The legislature did not release further details on the proposed reforms in income distribution.The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the critical development plans for the next five years, after top legislator Wu Bangguo called for the research at the annual legislative session.According to a World Bank report, the Gini Coefficient for China, a main gauge of c disparity surged to 0.47 in 2009, exceeding the "security line" of 0.4, pointing to the unequal distribution of income which could arouse social unrest.This figure was 0.21 to 0.27 three decades ago. ' In the primary distribution of national income, the proportion that goes to wages and salaries, the major source for China's mid- and low-income families, has been declining, according to Yi Xianrong, a researcher at the Chinese Academy of Social Sciences.The proportion of the total income that Chinese citizens receive from the distribution of national income fell sharply to 57.9 percent in 2007, compared with 68 percent 20 years ago, according to the People's Bank of China.

And now, the loss of another loved one in a family of four is too much for the introverted 16-year-old to deal with.Yang Zhenmei, a volunteer psychology counselor from the provincial capital Kunming, traveled 930 km to the disaster area to offer help for young people like Yu.She held a brief psychological intervention session with the boy, had patient conservations with him and told him to refrain from aggressive behavior. She also told him to call her if he feels overwhelmed by difficulties.But not many people are as lucky as Yu, who receives the kind of psychological services rarely seen in Litoudi Village, a remote mountainous village in China's southwest Yunnan Province, which borders Myanmar. In a village with a population of a little more than 150, medical resources are scarce.Litoudi Village has only one doctor. Usually, local residents have to travel seven km to be treated in a hospital at the township seat of Puladi.Soon after the mudslides, about 130 doctors and nurses from Gongshan and Fugong Counties rushed to the scene, though none of them had previously received psychological training, except for a handful of doctors who had taken psychology courses back in college.Moreover, the focus of the medical services in the immediate aftermath was on treating the injured, helping rescuers with minor injuries and preventing outbreaks of diseases.Authorities have said 92 people were killed or remain missing following the massive mudslides that swept the village.Torrents of mud and gigantic stones smashed and buried the Yujin Iron Mine and about 10 civilian residences at 1:30 a.m. Wednesday. GONGSHAN, Yunnan, Aug. 20 (Xinhua) -- Rescuers are racing to search for 80 people still missing three days after rain-triggered mudslides hit a remote mountain town in southwest China's Yunnan Province, killing at least 12.By 7 p.m. Friday, rescuers had recovered six more bodies, bringing the death toll to 12, said Hou Xinrong, deputy head of the Drung-Nu Autonomous County of Gongshan, which administers Puladi Township where the mudslides occurred.Hampered by the mountain terrain and persistent rainfall, the rescue efforts had been progressing slowly, Hou said. "Excavators can't proceed to the site and mountain torrents could be triggered at any time due to the downpours."Most of the missing people are employees of the Yujin Iron Mine and residents of Puladi, where the mudslides struck at about 1:30 a.m. Wednesday.Around Friday noon, a Xinhua reporter saw several soldiers digging in the debris with spades, hoes and sometimes their bare hands in hardest-hit Litoudi Village."We've found a body here, but it was stuck in the mud. We have to be gentle to ensure the integrity of the body," said Yang Pingang, an officer with the Yunnan Provincial Military Area Command. "We want to show our respects to the deceased."
