Daniel Prude died March 30 when his family took him off life support, seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.Wednesday, Prude’s family held a news conference and released police body camera video obtained through a public records request that captured his fatal interaction with the officers.Prude had been taken to a Rochester hospital for a mental health evaluation about eight hours before the encounter that led to his death. He was released back into the care of his family and then abruptly ran into the street and took off his clothes.A medical examiner concluded that Prude’s death was a homicide caused by “complications of asphyxia in the setting of physical restraint.” The report lists excited delirium and acute intoxication by phencyclidine, or PCP, as contributing factors.New York Attorney General Letitia James’ office took over the investigation of the death in April. It is ongoing.Rochester Mayor Lovely Warren announced the suspension of the officers Thursday. She said the officers would still be paid because of contract rules. “Mr. Daniel Prude was failed by the police department, our mental health care system, our society and he was failed by me,” Warren said.Messages left with the union representing Rochester police officers were not immediately returned Thursday. 1630

Gavin Newsom has approved legislation prompted by the helicopter crash that killed Kobe Bryant and eight others.The bill signed Monday makes it a crime for first responders to take unauthorized photos of deceased people at the scene of an accident or crime.Reports surfaced after the January 26 crash that graphic photos of the victims were being shared. Eight deputies were accused of taking or sharing graphic photos of the scene, Los Angeles County Sheriff Alex Villanueva said then, adding that he had ordered the images deleted.Sheriff Villanueva said the department has a policy against taking and sharing crime scene photos, but it does not apply to accident scenes.The measure that will take effect Jan. 1 makes it a misdemeanor with fines up to ,000 per offense to take such photos for anything other than an official law enforcement purpose.Bryant’s widow, Vanessa Bryant, has sued the department over the photos. In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." Gavin Newsom in his first pardons since taking office in January.Newsom pardoned Kang Hen, of San Jose, who pleaded guilty to being the getaway driver during an attempted armed robbery in 1994. Hen, who was brought to the U.S. when he was 9, surrendered to immigration authorities April 1 after he was notified he was wanted for deportation.The governor, a Democrat, also issued a pardon for Hay Hov, of Oakland, who was convicted of solicitation to commit murder and participation in a street gang in 2001.Hov, a naturalized citizen, was taken into custody by immigration officials in March.Both men immigrated to the U.S. lawfully as children. They petitioned Newsom for pardons, saying they have moved past their troubled youth to become respectable men with jobs and families.Pardons don't automatically halt deportation proceedings, but they eliminate the criminal conviction judges often base their decisions on, according to the governor's office.In Hen's case, a pardon may eventually allow him to stay in the U.S. Hov, whose green card was recently re-instated by a judge, is no longer at risk of deportation."Both men have young children, are the primary income provider for their families, and provide care to relatives living with chronic health conditions," the governor's office said in a statement. "Their deportation would be an unjust collateral consequence that would harm their families and communities."The pardons are a rebuke to President Donald Trump's administration, which has cracked down on immigrants who committed crimes. Since Trump took office, a large number of people have been detained and deported to Cambodia, according to advocates.Newsom's predecessor, Gov. Jerry Brown, pardoned five Cambodian refugees who faced deportation last year.Newsom on Monday also pardoned five other people who had convictions more than 15 years old — including business owners, students and at least one grandparent, the governor's office said. Their crimes ranged from forgery to drug-related offenses.None of those pardoned had multiple felonies and all had completed their sentences, Newsom's office said.Newsom's highest profile use of his clemency powers came in March, when he placed a moratorium on executions for the 737 people on California's death row. (AP) -- Inmates in California prisons would be housed by their gender identity according to a bill moving through the state Legislature.The California Senate voted 29-7 on Thursday to require the California Department of Corrections and Rehabilitation to ask inmates their gender identity and to put them in prisons designed for that gender. The only exception would be if the department believed it would pose a significant security risk.The bill would require the department to refer to inmates by their preferred gender pronoun.Bill author Sen. Scott Wiener, a San Francisco Democrat, says transgender women put in prisons with men are often assaulted and raped and put in isolation for their safety.The bill now heads to the state Assembly. 771

  

ROME (AP) — Cruise ship passengers had temperatures checked and took COVID-19 tests Sunday so they could set sail on what is being billed as the first Mediterranean cruise after Italy's pandemic lockdown. The cruise ship company MSC has made the procedures, for crew as well as passengers, part of its new health and safety protocols. The MSC Grandiosa departed from the port of Genoa on Sunday evening for a seven-night cruise. Earlier this month, the Italian government gave its approval for cruise ships to depart from Italian ports. The cruise around the western Mediterranean was limited to 70% capacity but MSC declined to say how many passengers were on board. 675
