SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) — Squatters turned a remodeled home in the College Area into a drug den, days after it was listed on as a vacation rental.Two weeks ago, John, who asked us not to use his full name, listed his four-bedroom home on the site VRBO, complete with new mattresses, comforters, and sheets. This past Sunday, a television installer entered the home to put up three TVs."He heard two people run out of the hallway out the back of the house," said John.RELATED: Residents concerned over rash of vandalism in Chula VistaPhotos taken by the installer show part of the scene they left behind: trashed bedrooms and beds littered with electric scooter parts. Also on the beds were crack pipes and other drug paraphernalia. Burn marks adorned three of the beds. John and his girlfriend had spent more than a week making the place perfect. "Just sad. She was crying out the break-in. Upsetting considering how hard we worked and how much money we spent," said John.John isn't sure how the intruders got past the locked doors. But once inside, it's clear they made themselves comfortable, using John's tools and toiletries, and eating food meant for future guests. When police showed up, the burglar had disappeared. John is now planning major upgrades in security.John still plans to list his home on vacation rental sites, but it will cost him. SAN DIEGO (KGTV) - Saturday, San Diego's crown jewel, Balboa Park, turns 150 years old.San Diego will celebrate the founding of the iconic park on May 26 during the second annual Fiesta Botanica. The historic day will be marked with a parade, kids activities, park tours, butterfly and ladybug releases, and much more.Live performances are also planned at the park's Botanical Garden and Spreckels Organ Pavilion.In 1868, the City of San Diego moved to set aside 1,400 acres of land for the area then known as "City Park."
