TIJUANA, Mexico. (KGTV) -- The female passenger of the truck that plowed into a row of street vendors and vehicles waiting to cross the Mexican-U.S. border Monday afternoon says she and the driver were fleeing an attack before the chaotic scene broke out. Summer Draper, who was injured during the incident and is being treated at Scripps Mercy Hospital in Hillcrest, says she and her boyfriend were visiting Tijuana from Utah when the incident occurred.Draper tells 10News the couple went to Tijuana to shop when their truck was allegedly attacked while asking for directions. RELATED: Tijuana crash suspect drove on suspended license“If we would have stopped the car we would have been dead. We had to run from these people they were attacking us,” Draper said. Draper says the pair didn’t make it to the shops, but instead, tried to reroute to the Costco back by the border. That’s when she says they asked for help. “They said the only way they'd be able to help is if he drove.”Draper says her boyfriend Frank Stricker, 29, was driving and, while he was hesitant, gave in and let the man help. “Instead of going left to Costco he’s going right,” Draper said, adding that’s when her boyfriend started yelling for the man to pull over. “In two seconds the guy pulls over the car and there’s a cop.”Draper remembers hearing gunfire before she says Stricker hit the gas to get away. Minutes later, she says they reached the border, but while stopped in the lanes, they were attacked. Draper says the couple were shot at and their tires slashed. Images from the scene show their truck stopped in a mangled mess while a few dozen people surround the vehicle. One video shows Stricker lying on top of a bloodied Draper outside the truck, seemingly to protect her from the crowd. After the crash, Draper was taken to the hospital where she claims to have been tortured. “They tortured, they laughed at me they had everyone taking pictures of me they seriously did all of this with no medicine I mean I felt everything,” she said. According to Draper, she spent the night at the hospital before being brought to the U.S. for further treatment. Stricker is currently in the custody of Mexican authorities and is facing attempted homicide charges. Videos and images from the incident show that Stricker also suffered injuries, his condition is unknown at this time.According to court documents from Utah, Stricker has drug charges extending back to 2008, including possession or use of a controlled substance, and use or possession of drug paraphernalia. Three Florida police officers were sentenced to prison this week for intentionally making false arrests for burglary, according to the Department of Justice.Former Biscayne Park Police Chief Raimundo Atesiano worked with three former officers, Guillermo Ravelo, Charlie Dayoub and Raul Fernandez to falsely arrest several victims to?keep their?burglary clearance rate at 100%, according to the Department of Justice. One of the victims was a teenager.Throughout Atesiano's tenure as the Biscayne Park police chief, he encouraged officers to falsely arrest individuals with no evidence or probable cause to cover for all reported burglaries, according to the DOJ."These three police officers from Biscayne Park disgraced themselves and damaged the public's trust in law enforcement," Special Agent in Charge of FBI Miami Robert F. Lasky said in a statement.Following directions from Atesiano, Ravelo falsely arrested a victim known as "C.D." in January 2013, and another victim identified as "E.B." in February 2014, on burglary charges without any legal standing, according to the Department of Justice.Ravelo was sentenced Thursday to 27 months in prison. Family members and friends at Ravelo's sentencing described him as a devoted father who was active in church,?the Miami Herald reported.In an unrelated incident, Ravelo responded to a traffic stop in April 2013. During the stop he arrested and used unreasonable force by punching the handcuffed driver, according to court filings.Under similar direction from Atesiano, Dayoub and Fernandez falsely arrested a teen referred to as "T.D." in June 2013.Dayoub and Fernandez were each sentenced to 12 months in prison earlier this week for their part in falsely arresting 16-year-old "T.D." for four unsolved burglaries, per the DOJ. The officers cooperated with the government and directly implicated Atesiano."This absolute abuse of power by all three officers violated every aspect of the oath Ravelo, Dayoub, and Fernandez took the day they became police officers," State Attorney Katherine Fernandez Rundle said.Atesiano pleaded guilty to a conspiracy charge. Now, with the help of its satellites, NASA has released pictures giving a different perspective.NASA's Landsat 8 satellite captured this first image of the Camp Fire on the morning of November 8, just a few hours after the blaze had broken out. That fire grew quickly, torching 20,000 acres in less than 14 hours. At one point, it grew by a average of more than one football field every three seconds.The fire in the picture is highlighted, and beneath that smoke the flames are encroaching on the northern California community of Paradise, where it's estimated that up to 90% of homes have been destroyed.The second image, captured by NASA's Terra satellite, gives a better sense of the scope of the Camp Fire in relation to the state. What?!’“Yeah, yeah. A few people think I’m crazy. They think it’s too early,” she replied with a smile.But Facione wears her mask consistently and follows health and safety guidelines. Like, what is your ability to change this? What’s your ability to get it refunded? What is the window for that? So that, all, you need to understand all of that before you put your money down,” Jones said.Of all the airlines, Jones said she thought Delta has been doing the best job with cancellation policies, cleaning protocols, mask mandates, and social distancing.Delta just announced it is extending its policy of blocking middle seats and limiting the number of customers on every flight through January 6 of 2021 (Delta will make the middle seat available for parties of 3 or more traveling together).Jones said Delta, like other airlines, has also been fairly flexible during this health crisis.If you buy a ticket right now with Delta, Jones explained that you can change that without the airline’s normal 0 change fee or get a voucher that’s good for almost two years.But if you’re considering booking travel for the holidays this year, Jones advises you not to wait.“If you wait until November to decide to make your December reservations, you’re probably not going to get what you want, and you’ll pay a lot more than you need to. But people are stuck in [that mindset] – ‘Do I really want to do this?’” Jones explained.She said if people are hoping for some big “COVID fire sale” of sorts, that’s not going to happen because airlines – like Delta – are blocking 30-percent of their inventory, and eventually, prices will go up.BEACH VACATIONS?As for warm getaways this winter, Jones said places like Mexico, Aruba, Jamaica, and St. Lucia are open – for now – but some may require a negative COVID-19 test.Bottom line, Jill Jones said travelers need to understand what they’re buying -- including details about the cancellation or change policies.“So, I encourage all my clients to book in a format that they can either change it right up until the day before or they can get a full refund if they just decide not to go,” Jones explained.Jones said it’s also very important for people to monitor each tourist area’s coronavirus situation and entry requirements.“The airlines are not deciding the rules. It’s the governments of these countries that are deciding the rules.
