SAN DIEGO (KGTV) -- A group of Black student leaders from Poway Unified School District schools met last week with administrators, principals and counselors to discuss ways to address issues of racism and inequality in the district.The students are the presidents of the Black Student Unions at each of PUSD's five high schools.It was the first meeting since the student leaders sent an email asking to see changes in the district to improve the lives of students of color."Making PUSD not just not racist but transparently anti-racist," said Jade Thompson, president of the BSU at Rancho Bernardo High School.Thompason helped write the email, which also talked about the recently created Instagram account "Black in PUSD,” which anonymously details students' experiences with racism."We just think it was a great way to open up people's eyes cause people like to say not in this community," said Thompson.Superintendent Dr. Kim Phelps agrees, saying, "To hold people accountable, including the district and our teachers and everybody ... I'm proud of our students for doing that.”Phelps and Thompson both described the meeting as productive and positive.Among the issues discussed were student education and assemblies addressing racism. The district is also committing to more diverse hiring and curriculum."It's upon us to try to do better; we have a lot of work to do and we want to do better so it’s a growing and learning opportunity for all of us," said Phelps.The students and administrators also talked about the consequences for racism-related incidents.Students said they'd like to see a form of restorative justice instead of just punishment.Although both students and staff agree there's a lot more to be done, they also say the first step is recognizing the problem and starting the conversation."I have a lot of hope for the future of this year and the years to come," said Thompson. 1906

SAN DIEGO (KGTV) — A connecting trolley line to San Diego's airport has taken another step closer to reality.Mayor Kevin Faulconer and Acting Navy Secretary Thomas Modly signed an exclusive agreement at the Pentagon Thursday to redevelop the former SPAWAR facility, now "NAVWAR," into a transit hub. SANDAG and Navy plan to collaborate on a hub similar to "Grand Central Station" adjacent to the airport, as well as a modernized complex for Navy use."This new agreement is built on San Diego's strong naval heritage," Faulconer said. "The fact that it was signed by the Acting Secretary of the Navy inside the Pentagon sends the undeniable message that there is momentum and energy in both Washington, D.C. and San Diego to do something truly special with this property. It marks a huge next step in revitalizing this area into a civic asset that serves the U.S. Navy, the community and our regional transportation network."According to SANDAG, one option being explored last year would support housing, retail, and office space. The project could potentially run an estimated .8 to .7 billion, according to City News Service. Some of that funding could come from the San Diego County Regional Airport Authority, which signed a 10-year agreement with airlines to fund airport public transportation.In September 2019, SANDAG officials and then-Navy Secretary Richard Spencer signed a memorandum of understanding to explore their visions for the 72-acre site off Interstate 5.Currently the site is home to more than 5,000 personnel, including Naval cybersecurity and information officials with Naval Information Warfare Systems Command. SAN DIEGO (CNS) - Two new supervisors along with four other county officials, including the district attorney, were sworn in Monday.With family members looking on, Supervisors Jim Desmond and Nathan Fletcher, Assessor/Recorder/County Clerk Ernest Dronenburg, Sheriff Bill Gore, Treasurer/Tax Collector Dan McAllister and District Attorney Summer Stephan took an oath to both the U.S. and state constitutions.Fletcher, who succeeds Ron Roberts, is the second Democrat to serve on the technically nonpartisan Board of Supervisors in roughly three decades.He defeated Republican Bonnie Dumanis in the Nov. 6 election to represent the Fourth District, which includes parts of central and northern San Diego proper from downtown to La Jolla.Desmond, former Republican mayor of San Marcos, defeated Democrat Michelle Gomez, a legislative analyst. He succeeds Bill Horn in representing north San Diego County, including Carlsbad, Oceanside, Fallbrook and Borrego Springs.Gore, Stephan, Dronenburg and Dan McAllister all won outright in the June primary, with more than 50 percent of the vote collected by all four incumbents.After being sworn in, each official gave a short speech. Fletcher said it's a tremendous honor to be able to serve the public, and he takes that obligation very seriously. He said change can be difficult and ``push us outside of our comfort zone,'' but can also mean new insight, benefiting policy and governance.Whatever differences board members have, ``we must always strive to find agreement,'' Fletcher said. Bush when he declared ``mission accomplished'' on the Iraq war.``There is still more work to do, Gore said, adding that the county has lowered the recidivism rate to 33 percent, doubled the number of mental health clinicians in its jails, increased beds, and added psychological training and programs to help inmates once they get out.He also said the Sheriff's Department hopes to have a fully accredited mental health care program by 2020 and is planning to build a tunnel connecting the downtown central jail to new courthouse over the next two years.Gore praised colleagues such as Undersheriff Michael Barnett and Chief Administrative Officer Helen Robbins-Meyer for their efforts. He also credited the San Diego Police Department and other law enforcement agencies for their collaboration on serious public safety issues.Stephan said she is grateful for her team and community ``for the mission we're putting forth, the mission of respect and equal treatment for everybody.''Stephan mentioned how her life was shaped by her grandmother, who lived through the Armenian genocide early in the 20th century and traveled to America to find a home.Stephan said her office is going to ``push back the (against) bullies'' and stand up for the vulnerable, including seniors and school children.To avoid a ``one size fits all'' justice system, she and her colleagues created a special position for criminal justice and mental health reform, while also protecting community safety.Stephan said her office is close to launching program within the coming year that will help young people be better informed about substance abuse and deceptive social media practices.Dronenburg said his office has re-opened two offices in the county, improved mass-appraisal techniques and shortened the backlog for appraisals, saving the county million.He said the department has improved both customer and online service, and hired a taxpayers' rights advocate.Dronenburg credited his colleagues for the positive changes.``We are no longer faceless bureaucrats,'' Dronenburg said, adding the department has received national and state recognition for the use of technology.``I've been on the ballot 18 times and won 18 elections,'' he added. ``I want thank the voters -- they're the ones who put me here.''McAllister said the county expects to collect .5 billion in taxes from residents this year. SAN DIEGO (KGTV) -- A 96-year-old family secret reveals a piece of the Carlsbad school district’s history. Florence Oliver has lived in San Diego her whole life."I was born at SD General at that time, but of course I don't remember it!" The family settled down in Carlsbad, and for Florence, family is everything. For the last century, her family hung on to another memory. A brass bell from the Carlsbad School which rung daily for class.In 1922, Florence's uncles stole stole the bell to pull off a prank on her mother's wedding night. "They hung it, in those days you had those wire springs on bed to hold mattresses, they hung it underneath, no one knew… so the bell really rang loud!"Rather than return the bell, it stayed in the family - first handed down to Florence's oldest brother, and then the next brother, and eventually to her."What does it mean to me, it's just a piece of our life, and it's gone through our family, it's like it's related."One day, Florence had a conversation with her niece. "She said Dad used to go in the garage and she told me that bell needs to go home, that would make him very proud."So last month, Florence made good on her promise. Nearly 100 years later the bell is back where it belongs. 1239

SAN DIEGO (CNS) - UC San Diego announced Thursday that five years after it was destroyed in the Syrian civil war, the ancient Temple of Bel in Palmyra, Syria has been digitally reconstructed by the university library's Digital Media Lab using 3D methods and artificial intelligence applications.Inspired by a past collaboration between the library and UC San Diego's Levantine Archaeology Laboratory, the project resulted in the digital preservation of more than a dozen lost reliefs, sculptures, frescos and paintings, all made publicly available on the library's digital collections website.Destroyed in 2015, the Temple of Bel has been called one of the most important temples in the entire Middle East -- along with Lebanon's Baalbek -- and served as one of the best-preserved examples of ancient art and architecture, a statement from the library said. It attracts more than 150,000 tourists annually.Through the use of more than 3,000 publicly available digital photographs taken over the course of a decade, the library recreated the structure using Pointcloud, an online viewing platform."This project underscores the library's commitment to engaging in collaborative efforts to better understand how the university can support emerging teaching and research formats," said Roger Smith, interim associate university librarian for scholarly tools and methods at the UC San Diego Library. "It also allows the library to better plan for our role in acquiring, preserving and sharing scholarship while incorporating new media and data formats."The digital photographs used to create the virtual rendering of the Temple of Bel were sourced from open-access repositories such as the NewPalmyra project, the Roman Society, Oxford University and individual tourists, then populated into Pointcloud, which allows users to interactively explore the once- massive temple compound. Additionally, artificial intelligence applications were used to isolate the temple's important features from other elements that may have appeared in the images, such as tourists, weather conditions and foliage."This new technology has allowed the Library to combine image data from many different sources," said Scott McAvoy, manager of the Library's Digital Media Lab. "For example, a photo from a Polish tourist visiting in 2010 can be combined with a photo from a Japanese tourist visiting five years later to extract 3D features.
