BEIJING,July 11 (Xinhua) -- China issued a new anti-corruption regulation Sunday to require officials to report changes in their marital status, the whereabouts of their spouses and children if they have moved abroad, personal incomes, housing as well as their family' s investments.The new regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.The regulation defines "officials" as those leaders holding official ranks of and above county level in government agencies, democratic parties, public institutions, state owned enterprises and state holding enterprises.The new regulation requires officials to report changes in their marital status and the location of their spouses and children if they have moved abroad, within 30 days after such a change takes place.Specifically, officials should report their ownership of passports or visas and their children's marital status if they are married to foreigners or residents of Hong Kong, Macau, and Taiwan.Officials should also report any businesses their spouses and children are involved in, both within China and abroad.The new regulation also requires officials to report their ownership of property, including property in their spouses' or children's names, their family's investment in financial assets and in enterprises.According to the regulation, if officials fail to report honestly or in a timely fashion, they would face punishment to various degrees, even as harsh as removal of official ranks.The regulation also ordered party organizations at all levels to strengthen management and supervision over officials to guarantee the implementation of the regulation.This regulation is considered an important measure to ensure strict self-discipline for Party and government officials and to improve the intra-Party supervision system.

HARARE, July 7 (Xinhua) --The eighth session of the Zimbabwe/ China joint permanent commission ended in Harare on Wednesday with a pledge by the two countries to widen and deepen economic cooperation.The two countries discussed ways of enhancing various cooperation projects already being implemented and new ones in the energy, agriculture, manufacturing, transport, tourism and water sectors.An agreement was also signed for China to provide 1.5 million U. S. dollars to the China-Zimbabwe Friendship Hospital in Mahusekwa, Mashonaland East Province, for medical equipment and drugs.The hospital is part of the several projects that include two primary schools and an agricultural demonstration center that China is constructing in Zimbabwe as part of the eight measures agreed to at the Forum on China-Africa Cooperation (FOCAC) Summit in 2006 in Beijing.Other support from China includes a 200 million U.S. dollars buyer's credit facility extended by the China Exim Bank for procurement of agricultural inputs to boost food production in Zimbabwe.Zimbabwean foreign minister Simbarashe Mumbengegwi praised China for setting a shining example to other world donors by honoring pledges it made to assist Zimbabwe under the Forum for China-Africa Cooperation.Mumbengegwi noted that under the eight measures enunciated by Chinese President Hu Jintao at the FOCAC heads of state summit in Beijing in 2006, projects earmarked for Zimbabwe are now at various stages of completion.The Chinese government has also dispatched 10 agricultural experts and 23 volunteers to buttress the cooperation."By successfully implementing these measures, China has set a shining example for other donors and international cooperating partners who do not always honor their commitments," Mumbengegwi said at the opening of the eight session.He said Zimbabwe is also willing to learn and benefit from China's experience and expertise in the economic sphere, which has transformed the country into a global economic powerhouse."Zimbabwe will, therefore, welcome Chinese investment and is ready to discuss during the joint commission specific projects in the energy, agriculture, manufacturing, transport, tourism and water sectors," he said.Mumbengegwi thanked China Exim Bank for extending the 200 million U.S. dollars buyer's credit loan repayment period from five to eight years, saying this would give Zimbabwe the breathing space to turn around its economy and enhance capacity to repay loans extended by China."The payment of the arrears and extension of the repayment period on the 200 million U.S. dollars buyer's credit loan have paved the way for increased cooperation between Zimbabwe and China, " he said.While hailing China as a good example of a reliable and dependent donor partner, Mumbengegwi said he hoped the Asian country will similarly implement new eight measures announced by Premier Wen Jiabao at the fourth ministerial conference of FOCAC held in Egypt last year.He said the projects that have been identified for implementation in Zimbabwe are in critical sectors of energy, water, health, education, agriculture and social infrastructure.

AUCKLAND, June 17 (Xinhua) -- Chinese Vice President Xi Jinping arrived at Auckland on Thursday morning, starting his official visit to New Zealand.Xi made the tour as a guest of New Zealand Prime Minister John Key.In a written speech distributed at the airport upon his arrival, Xi said currently the relationship between China and New Zealand is at its best time.He said the two sides see frequent exchange of high-level visits, marked achievements have been scored in bilateral trade and economic cooperation, and cultural exchange has been deepened, which has brought substantial benefits to both countries and both peoples, and also contributed to the peace, stability and prosperity of the Asia-Pacific region at large.The Chinese government has always attached importance to its relations with New Zealand, Xi said.The Chinese vice president said he was looking forward to meeting with leaders and people from all walks of New Zealand, aiming at discussing new approaches to enhancing bilateral friendship and exploring new cooperation.He said that he believes his visit would increase mutual trust, deepen friendship and expand cooperation, thus advancing the comprehensive bilateral cooperative relationship to a new starting point.During his stay in New Zealand, Xi is expected to hold talks with John Key and meet with Governor-General Anand Satyanand and other leaders. BEIJING, June 18 (Xinhua) -- China's fiscal risk is controllable as it aims for a balanced economy, a senior finance official said Friday in a call for "growth-friendly" fiscal consolidation of the world economy."According to some indicators, the fiscal risk China is facing is controllable, and China's fiscal development retains sound momentum," said Vice Finance Minister Zhu Guangyao at a news briefing on the fourth Group of 20 (G20) summit.China's budget deficit accounted for 2.9 percent of GDP in 2009 and was expected to stand at 2.8 percent this year, said Zhu."Even facing healthy and sound momentum, the Chinese government attaches importance to balanced and stable economic development," said Zhu.Fiscal consolidation would be a major topic at the Toronto summit, and the G20 leaders would discuss how to maintain robust, sustainable and balanced economic growth, said Zhu.Some European Union (EU) member states have announced austerity plans to cut public deficits in a bid to restore investor confidence in their economies and in the euro, but the fiscal consolidation measures have drawn strong opposition.Zhu said the global economy was undergoing gradual recovery, but still facing some uncertainties, especially with the European debt crisis.
