SAN DIEGO (KGTV) - Newly-released census numbers show residents are fleeing California and San Diego County in sizable numbers.10News found Angie Romero in Lemon Grove outside a U-Haul trailer, packed with rented wine barrels she will be using as decor for her 50th birthday party.  She'll likely be renting another U-Haul in the not-so-distant future."The cost of living puts you in another mindset.  I'm getting older and start wondering about my future," said Romero.RELATED: San Diego group calls for rent controlRomero, who works in sales, plans on packing up and leaving the state within the next two years.  One reason: the rent for her City Heights apartment."I've lived there three years, and every year it's gone up either or ," said Romero.Romero is hardly alone. San Diego’s median rent rose 3.9 percent to ,548 compared to 2.8 percent in the rest of the country, according to Zillow. Home values rose 10.1 percent to 1,100.According to the latest census numbers, in the year-span ending July 2017, adding up all the people moving into and out of California translates into a net loss of 138,000 people. In San Diego County, there is also an apparent exodus with a net loss of nearly 16,000 people in the year ending in July 2017. SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. RELATED: Oak Park suspect fatally shot during struggle with officer, San Diego Police sayDuring the struggle, Downing said he felt the suspect grab his service pistol and yank it off his belt still in its holster. That’s when Johnson opened fire on the 31-year-old suspect. Diller died at the scene. Johnson has been with the department for two years and Downing for five. SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. This meeting will be open to the public on the City of San Diego’s YouTube channel and an agenda will be posted prior to the meeting."An SDPD spokesperson told 10News on Friday that the department wants to be clear that it does have a de-escalation policy incorporated into its use-of-force policy but the department is open to receiving any new recommendations from the board. 2381

SAN DIEGO (KGTV) - On Tuesday the North San Diego Business Chamber honored first responders who've gone above and beyond in their duties protecting the community. One of the recipients was San Diego Police Department K9 Officer Jonathan Wiese, honored for his actions during the active shooter incident at the Chabad of Poway synagogue.Wiese was on his way to meet his family for lunch when he heard the shots fired call and immediately responded to the area.Despite having little information and no back-up, Officer Wiese was able to track the suspect down who then surrendered. "Active shooter is right up there with 'officer down'; the calls don't get more intense than that, when you know someone is actively shooting there's going to be multiple victims, there's going to be a large scene, it's going to be chaotic," said Wiese. Officer Wiese says his 20 years of training kicked in."I tried not to think about the danger, just tried to figure out what I needed to do," said Wiese. "Every single day we have great stories like this, and so I want the public to know this is not unusual, this is our normal," said Chief Craig Carter with the Escondido Police Department. Several other first responders were honored, including Rancho Santa Fe firefighters and Oceanside Police detectives. 1299

SAN DIEGO (KGTV) -- Officials with the Marine Corps Air Station Miramar Air Show announced this year's air and ground military event has been canceled citing the coronavirus pandemic.The 66-year-old air acrobatics demonstration is one of the nation's largest military air shows drawing several hundred thousand spectators over the three-day weekend event.MCAS Miramar tweeted, "Due to the continuing spread and health concerns of #COVID19, @MCASMiramarCA must formally announce the cancellation of the 2020 Miramar Air Show. It is a disappointment to us as well as many across the world, but the safety of our Marines and fellow San Diegans must come first."This is the first time the event has been canceled since 2013 when the U.S. Department of Defense slashed budgets due to a government shutdown.This year's event was scheduled for September 25-27. Officials said they are aiming to bring back the event next year.“While we had initially hoped to host the show and help usher in a re-opened San Diego, there are still a great many risks posed with a mass gathering of this size and scale to do it in a way that ensures our guests absolute safety," said Col.
