TAMPA, Fla. — New court documents show a 3-year-old girl killed in a crash last month was not properly restrained.According to police, the mother, who was driving the car, pulled in front of another vehicle around 7:50 a.m. on January 16, near the intersection of North 40th Street and East Osborne Avenue.According to court documents, three children in the vehicle were in the car on booster seats, however, the booster and car seats were not secured to the vehicle. It's the law in Florida for children to be in a car seat until they turn four years old. Children must be in a booster until they are six years old. Failure to comply can result in a moving violation and about a 0 fine. If a child is injured or killed in a crash and was not properly restrained, child neglect charges can be filed.Police are still investigating the circumstances surrounding the crash on Jan. 18. Sunscreen does a good job of protecting our skin, but it may not be so good for marine life.Research studies have found that chemicals found in some popular sunscreen products are harmful to ocean ecosystems. And now, after state lawmakers passed a bill Tuesday, Hawaii is set to become the first state in the US to ban the sale of sunscreens that contain oxybenzone and octinoxate.The chemicals that help us by filtering UV rays are causing severe damage to Hawaii's marine environment, according to a study by Haereticus Environmental Laboratory, a nonprofit scientific organization. They show up in coastal waters after beachgoers swim in the ocean and via discharges from wastewater treatment plants.The study found that the chemicals seep into young coral and contribute to coral bleaching, which occurs when an increase in sea temperatures kills the algae that grows inside coral, turning reefs white and eliminating nutrients that sustain other marine life.About 14,000 tons of sunscreen enter the world's reefs every year, according to a 2015 paper published in the journal Archives of Environmental Contamination and Toxicology.Hawaii's legislation?prohibits the sale and distribution of any sunscreen that contains the two chemicals -- oxybenzone and octinoxate -- without a prescription from a licensed physician.WATCH: Discover how scientists and government officials are trying to rescue coral reefs"Hawaii is the first state in the nation to pass a measure of this magnitude. TAMPA, Fla. - A "Back the Blue" mural was painted outside the Tampa Police Department headquarters over the weekend.On Saturday, about 40 people came together and painted the mural on East Madison Street in downtown Tampa. The mural was created to show support for law enforcement."When they walk into the police department or when they go to work or they're patrolling the streets, they see that mural and they know they have a community behind them," said Cassandra Kistler.Kelli Campbell and Cassandra Kistler are members of Back the Blue Florida. The ladies helped organize the project.People from Community Patriots of Tampa also helped paint the mural."We had people just walking by that were inspired to pick up a brush and a roller and start helping us," said Campbell.Some people on social media are criticizing the mural or showing their support."We've been criticized a lot like it's not the best, it's not this, it's not that. It's community and community did it and brought it together and made it happen," said Cassandra Kistler.A Change.org petition said, "This mural seems to mock the Black Lives Matter movement and is a huge slap in the face for all the protesting we have been doing all over this country.""Everybody's entitled to voice their opinions and voice what they want," said Kistler."This has nothing to do with race. (AP) — A Southern California doctor has been convicted of taking part in a million scheme to defraud Medicare.A federal jury on Wednesday found Donald Woo Lee of Temecula guilty of eight charges.Prosecutors say Lee provided medically unnecessary procedures to Medicare beneficiaries and provided phony billing codes to obtain a higher government reimbursement.Authorities say Lee submitted million in bills and received .5 million in reimbursements.Besides health care fraud, Lee was convicted of adulteration of a medical device because prosecutors say he re-packaged single-use catheters for reuse on patients. 647
