SAN FRANCISCO (AP) -- San Francisco has banned all tobacco smoking inside apartments, citing concerns about secondhand smoke. But lighting up a joint inside? That's still allowed.The San Francisco Chronicle reports the Board of Supervisors voted 10-1 Tuesday to approve the ordinance making San Francisco the largest city in the country to ban tobacco smoking inside apartments.The original proposal sought to ban residents from smoking marijuana in their apartments. But supervisors voted to exclude marijuana after cannabis activists said the law would take away their only legal place to smoke.It's illegal under state law to smoke cannabis in public places. 669

SCRIPPS RANCH, Calif. (KGTV) - A proposal to sell Alliant International University's land in Scripps Ranch has neighbors worried.Thursday, the San Diego Planning Commission will hear a proposal to re-zone 72 acres of land at the University to be used for low-to-medium residential. That would allow up to 700 homes to be built on the site. To re-zone, the Scripps Ranch Community Plan will need to be amended. The vote Thursday will be to begin the amendment process.People who live nearby say adding hundreds of homes would be a nightmare for traffic and a disaster for wildfire evacuations."We're not opposed to development, but not for development's sake," says Kristin Rayder, the President of the Scripps Ranch Fire Safety Council. "It has to be safe."Rayder and the Council voted to tell the Planning Commission not to approve change to the Community Plan. So did the Scripps Ranch Planning Group.They say Pomerado Road can't handle the extra traffic, neither can the Avenue of the Americas, which leads to the University and is shared by Thurgood Marshall Middle School."If you come out here in the morning on a school day, you see what the chaos is on this narrow little road here and why it would be unacceptable to have another thousand cars a day on this small road that goes right in front of the school with no sidewalks," says Wally Wulfeck, the Planning Group Chair.They're also worried about what could happen if a wildfire ever threatens the area.People who live nearby, like Wulfeck and Rayder, still have vivid memories of the 2003 Cedar Fire and the 2007 Witch Creek Fire. In both fires, the areas around Pomerado Road had to be evacuated."We were leaving our home and looking to the right, I saw a wall of fire," says Rayder. "That was Pomerado Road. I'll never forget that look.""My house was one of the last to burn," says Wulfeck. "I watched it on TV."In an email to 10News, the Alliant University Foundation, which owns the land, says the school will be moving to a new campus in the coming years, and they're still in the early stages of the plan to sell the land."The university is still leasing a portion of the property and buildings and will likely be a tenant for a few more years under the current agreements. The foundation which owns the property placed it on the market in January of 2018 and entered into an agreement with an interested party in the fall of last year. The proposed use of the land is planned by the buyer in such cases."10News has learned that KB Home is the "interested party" mentioned in the email. SAN MARCOS, Calif. (KGTV) - Several people in a San Marcos gated community have reported being targets of package thieves, according to one victim who spoke with 10News. The Sheriff's Department is looking at surveillance video, which appears to provide several leads.Mikayla Manos says a package was sent to her home on Almond Drive Friday.  Manos is a mentor for foster children. The package contained the personal items of one of those children, which she was asked to deliver to him.  When Manos arrived home, she did not see the package.Manos checked with her next-door neighbor, who has a surveillance camera. Video from Friday afternoon shows a girl walking past Manos' home. She turns and points toward Manos' porch and can be heard saying "get it".The video shows what appears to be a boy picking something up from Manos' porch, although the package cannot be clearly seen from the camera angle. At least two voices can be heard off camera. One is heard saying "I can't wait to wear these to school tomorrow." Manos says clothes are among the items stolen.Manos says she knows of at least three other neighbors who were victims.  10News spotted an empty Nordstrom bag ripped open on one neighbor's porch, while another neighbor tells 10News someone stole items from his garage when he briefly left it open around the same time.Several package boxes were found dumped nearby, including Manos'. Some of the foster child's items were recovered, but many remain missing. 1498

SANTA CLARA, Calif. — The health officers in six San Francisco Bay Area counties are not waiting to reach a threshold recommended by the governor, and have issued a new stay-at-home order to take effect on Sunday. The changes, announced Friday, will last through Jan. 4. The counties have not yet reached Gov. Gavin Newsom’s threshold that requires a stay-at-home order when 85% of ICU beds at regional hospitals are full. But the health officers said the hospital system will be overwhelmed before the end of December, when Newsom’s order would apply to the Bay Area. "The dark COVID winter that we feared would come has arrived in the Bay Area," said Dr. Chris Farnitano, Contra Costa County health officer according to KGO. "I and other county health officers in the Bay Area don't think we can wait for the state's new restrictions to go into effect later this month. We must act swiftly to save as many lives as we can. This is an emergency."Restaurants, bars and wineries, and hair and nail salons will have to close, along with playgrounds. Restaurants would be able to do delivery or takeout. Retail stores can stay open, however they must lower capacity to 20%. Schools that have already received a waiver to reopen can stay open next week. All "critical infrastructure" can also remain open. Gatherings of any size are banned.The six counties include some of the most populous areas of the state, including Alameda County, Contra Costa County, San Francisco County and Santa Clara County. 1507

(KGTV) - The standoff that had part of an east county neighborhood shut down is now overSan Diego's Sheriff's Department responded to an individual that was under duress on Graves Ave in Santee around 7 p.m.Deputies say the man was armed and waved a gun at them at one point when they had him surrounded in a field.The intersection of Graves Ave and Prospect Ave was blocked off for several hours as negotiators tried talk to the man.The man surrendered just after 11 p.m. according to the San Diego Sheriff's Department. 544
