CINCINNATI -- Lockland (Ohio) firefighter Michael Allen said he could feel his heart beating in his chest when he heard a 10-month-old was trapped in an apartment fire.A mother had been cooking at her apartment on Sunday when a fire started in the kitchen. She was able to get three of her children outside, but the smoke was too thick for her to get to her baby. A police officer tried to rescue the child, but he too was swallowed in smoke.Allen was on his way to the fire when he learned the child was trapped on the second floor.“There was no thinking twice, there was no second guessing in what had to be done.  You just – you know everything comes to you, things (you've) probably not thought about in five years … everything comes back, and you jump in the action and you go,” Allen said.He said he could see the fire growing from the kitchen when he opened the door. He heard the baby crying as he put his oxygen mask on and made his way through the smoke to the second floor.“The baby stopped crying, so then immediately you’re thinking the worst is about to happen,” Allen said. “I made it into her bedroom. I found the crib relatively quick, was able to pick her up and when I did she did start to cry again, so I took my mask off, covered her face up and brought her outside to mom.”Allen has been a firefighter for more than 10 years. He said nothing tops the joy he felt when he handed the baby to her mother.“It’s an incredible feeling. It’s exactly why we do this job,” Allen said. “It doesn’t matter who you are. You become a fireman to help people and make their day better than what it was before you got there.”First responders gave the baby oxygen and transported her to Cincinnati Children’s Hospital Medical Center for observation, but she is expected to be OK.Allen said he knows things could have been much worse.“Had we been on a call, you gotta have units respond from other departments if you’re out, so knowing that everything just fell in place perfectly today and that little baby is going to make it … it’s a good feeling,” he said. 2097

CINCINNATI – Mary Lee Tracy says she trusted Larry Nassar like she would her father or her brother, but she was fooled by a ”master manipulator.”Tracy said on Thursday she feels she is the right person to fill her new appointment with US Gymnastics and wants to keep the job. But Tracy also said she would resign if what she calls “cyber bullying” toward her doesn’t stop.Speaking at her Fairfield, Ohio gym, the owner and coach of Cincinnati Gymnastics Academy strongly condemned Nassar and didn’t deny the positive comments she made about the since-convicted sexual abuser to Scripps affiliate WCPO in Cincinnati in December 2016. Tracy’s two-year-old comment sparked a controversy this week when Aly Raisman, an Olympic champion and Nassar survivor, went on Twitter and protested Tracy’s new national post as Elite Development Coordinator.As much as Tracy said she wanted the job, she also said she has received three “fairly threatening emails” and one that said she “should be in a jail cell next to Larry Nassar.” She has also been vilified on social media to the point that she has already told US Gymnastics she would not keep job if it means hurting her family.“What I feel I need to say is that when I saw Aly putting out some things about something I said two years ago as this was all coming out, that was my truth,” Tracy said about her 2016 comments about Nassar, the former national team doctor now accused of sexually assaulting up to 250 women and girls and serving up to 165 years in prison.“Larry had been treating my athletes for well over 25 years and had served them very well and had helped me and my athletes return to action," she said Thursday.  "He had been someone that we all unfortunately had trusted and depended on, so when I was asked about my experience with him, that’s what I said. So I’m not denying that I said that.“Would I say that anymore? Absolutely not … The man is a monster.  But at that moment, I looked at him like I would my dad or my brother. That was the level of trust I had.“But as we all find out, these people are that good. They are master manipulators. (KGTV) -- As a plume of smoke from a 350-acre blaze spiraled over the South Bay on Thursday night, Chula Vista’s City Council leaders met to review a report that signals a potentially dark cloud in its future.Members of the city’s Growth Management Oversight Commission presented its 2018 compliance scorecard that assesses how well Chula Vista is prepared to face the anticipated rapid growth trend across the county's second-largest city.According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.GMOC chair Duaine Hooker emphasized that police staffing levels is a major concern.The report shows there is not enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.“It’s been twenty-two years in a row,” Hooker said about the police department’s failure to meet the threshold. Hooker also warned that he isn’t very optimistic about its 5- to 12-year plan.“They [police staff] did not think they could [accommodate] the growth of the city, it’s not there yet," Hooker said. Hooker and members of the GMOC toured the police department and surveyed officers.Councilmember Stephen C. Padilla, representing District 3, offered the most critical commentary on the rapid growth issues the city is facing."We know we're going to grow, and we know that we're constrained financially," said Padilla."We also know a scary statistic, and that is even with all the money from Measure A and even with reasonable growth we are a long ways off from getting even close to staffing up our public safety to the level, particularly on the police side, that it's going to make an impact," said Padilla."I just think we need to acknowledge that out loud," he added. Measure A is the half-cent tax approved by voters in 2018 to secure funding for additional officers and firefighters, provide faster responses to 9-1-1 emergency calls, and increase police patrols. A plan is in place to hire 43 officers over the next 10 years. So far, nine officers have been sworn in this year. 12 more "sworn and civilian staff" are budgeted in 2020. The current pace falls short of the GMOC's threshold and is way off of the county average. To get to the county average of 1.29 police officers per 1,000 residents by 2023, Chula Vista will have to hire 148 more officers.Padilla recommended to adopt a qualitative method of measuring the city's progress alongside the current GMOC standards.Mayor Mary Casillas Salas followed up Padilla's comments by highlighting Chula Vista's public safety record -- Chula Vista is listed among the safest cities in the state."A look back at the way we have been measuring things, I think an important component of that is outcomes, not just throwing numbers out there but the actual outcomes and what it means to the quality of life for our community," Salas said.The city's "rate of growth is projected to continue or increase over the next five years," the GMOC reported, citing Chula Vista’s 2018 Residential Growth Forecast. (KGTV) - Surveillance video shows a woman at the front door of a home in Chula Vista doing a face-plant to avoid police.Along Paseo Burga, Lillie Utz got an unexpected visitor outside her front door as she was sewing Christmas presents on Saturday afternoon.Through a window, Utz saw a woman racing back and forth in her front yard. Turns out neighbors had seen the same woman running in and out of yards. At least one of them had called police. Soon after, video shows a woman at Utz's front door. I was about six feet away sewing," said Utz. In the video, the woman can't get in, so she kneels and hides.
