BEIJING, Aug. 31 (Xinhua) -- China's banking regulator will strictly implement the central government's macroeconomic policies that aim to curb soaring housing prices, an official said Tuesday.Ye Yanfei, deputy head of the Statistics Department of the China Banking Regulatory Commission (CBRC), said the CBRC will restrain speculative property investment and support the building of affordable housing while controlling risk.China's housing market and lending to the property sector are crucial to the national economy and people's livelihood, as well as to the stable and steady development of the nation's banking sector, Ye said at a seminar in Beijing.Ye's remarks come after the banking regulator said it would further "instruct and monitor" commercial banks' efforts to strengthen the management of lending to home-buyers.Ye's comments echo those of Zhang Ping, director of the National Development and Reform Commission, who said last Thursday in a report to China's top legislature the government will "further implement the measures meant to curb excessive gains in housing prices and resolutely restrain speculative property investment in the second half the year."Ye also said the CBRC has pushed lenders to test the impact of falling house prices, although the regulator said earlier that hypothetical scenarios examined in stress tests do not herald any change in policyHousing prices in major Chinese cities rose 10.3 percent year on year in July, slower than the 11.4 percent growth rate in June, according to official figures.On a monthly basis, housing prices in June fell 0.1 percent from May and July prices were unchanged from June.

Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. Asser Institute commented, "but also, strangely enough, that they are women.""Although it may be too early to say, perhaps their nomination forebodes a new attitude towards the ICJ and international law," Ribbelink added.Shortly after the swearing in ceremony, Xue and Donoghue joined their colleagues to start public hearings of a case concerning application of the International Convention on the Elimination of All Forms of Racial Discrimination between Georgia and Russia."More than a dozen cases are on trial now and all the judges have a lot of work to do," which shows that most governments attach more and more importance to the ICJ, said Xue, who turns 55 on Wednesday."This will benefit the development of international law and bring profound influence to the international society," she added.Donoghue, a former legal adviser in the U.S. Department of State, was elected to the ICJ on Sept. 9.The ICJ, the principal judicial organ of the United Nations, has 15 judges who are each elected to a nine-year term of office and may be re-elected. In order to ensure a measure of continuity in the composition of the court, one third of the membership is renewed every three years.

  

BEIJING, Sept. 16 (Xinhua) -- China is expressing its concern about the European Union's investigations into Chinese-made wireless wide area networking (WWAN) modems, said a spokesman for the Ministry of Commerce (MOC) on Thursday.Yao Jian, the spokesman, made the remarks after the EU said it was conducting an anti-subsidy investigation into the devices.The EU launched investigations of anti-dumping and supporting measures on the WWAN modems from China on June 30, 2010. It is the first time the EU has made simultaneous triple investigations on a China-made product, Yao said.The move is unheard of for World Trade Organization members when dealing with trade remedy cases in practice, Yao said. The Chinese public and people working in the industry showed strong dissatisfaction towards the EU's practice.The WWAN modems are high-tech products that are constantly updated. These Chinese-made modems promote the advances of the technology and created new market fields which benefited the EU consumers, Yao said.The EU's investigations will disrupt normal trade and hurt the interests of EU consumers, he said.Yao further stated that the EU's move is also running counter to the deepening China-EU friendship.He said he hoped the EU could take actions based upon relevant laws and the facts and keep their promise on being opposed to trade protectionism, lest it damages China-EU economic and trade relations and also the EU economy.China will take corresponding measures within the rules of the World Trade organization in due time, he added.The investigation is the largest trade remedy investigation case against China, involving a total value of 4.1 billion U.S. dollars in exports.Wireless modems send or receive data as a radio signal.The 27-member EU is China's biggest trade partner. China is the EU's second-biggest trade partner and is its biggest source of imports.China's main exports to Europe are machinery and domestic goods, including clothes and shoes. While the EU's main exports to China include industrial machinery, transport equipment, chemicals and high-end consumer goods.Concerning the request for consultations from the United States about China's alleged anti-dumping and anti-subsidy duties on U.S.steel exports and China's policies on the electronic payment market, China has received the request and will resolve the issue based upon WTO rules, said MOC officials.U.S. trade representative Ron Kirk filed a statement with the WTO Wednesday, claiming China imposes duties on U.S. steel exports and discriminates against suppliers of electronic payment services from the U.S.China's policies on electronic payment services are consistent with the country's commitment to the WTO and the anti-dumping and anti-subsidy duties on U.S.-made steel are also in line with WTO rules, according to the MOC.U.S. is China's second largest trade partner.
