HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.

BEIJING, March 16 (Xinhua) -- China's Ministry of Railways (MOR) signed a deal with state-owned vehicle producer CNR Corporation Limited (CNR) here Monday to purchase 100 high-speed CRH trains for 39.2 billion yuan (about 5.74 billion U.S. dollars).     CRH, an abbreviation for China Railway High-speed, refers to trains with speeds above 200 km per hour. With a designed speed of 350km/h, the new CRH trains will travel between Beijing and Shanghai in 2011, when the construction of the 1318-km, high-speed railway between the capital city and the country's financial hub is expected to complete.     "The contract does not include any foreign parties, as Chinese companies possess core technologies for the high-speed trains and have complete intellectual rights over the 350km/h CRH type," said Zhang Shuguang, director of the transport department under the MOR.     The MOR had introduced railway technologies from Japan, France, Germany and Canada in the development and production of the 200km/h CRH trains already in operation at present.     According to the agreement between the ministry and CNR, all 100 trains will be self-developed and manufactured under the CNR group. Tangshan Railway Vehicle Co. and Changchun Railway Vehicle Co., two CNR subsidiaries, will be in charge of the production of 60 sets and 40 sets, respectively.     Zhang said China would see "large purchases" of CRH trains in the coming years upon the completion of more passenger railway lines across the country.     The MOR has planned to spend 500 billion yuan to buy trains over the next four years.     "The purchases will provide strong support for related industries," Zhang said.     The manufacturing of a CRH train requires nearly 100,000 parts from a wide range of industries such as mechanics, metallurgy, electrics, chemical, and materials.     "We will buy more CRH trains this year as a move to help stimulate domestic demand," said Zhang without giving further details on the purchasing plan.

VALLETTA, Feb. 22 (Xinhua) -- Chinese Vice President Xi Jinping concluded his six-nation tour here Sunday and left for home. Xi arrived in Valletta on Saturday for a two-day official visit to Malta. BEIJING, Feb. 19 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday urged the country's labor department to find employment for people this year.     China is facing a daunting task to secure jobs for its workforce after more than 20 million migrant workers lost their jobs in the global financial crisis. To compound the problem, more than seven million college graduates will be looking for jobs this year.     "We must ensure a stable employment situation this year, as employment is related to people's livelihood and the harmony and stability of the society," Zhang said at a working conference of the Ministry of Human Resources and Social Security.     The country's urban unemployment rate increase 0.2 percentage points to 4.2 percent at the end of 2008, even though migrant workers are not included in that number.     Zhang asked the ministry to adopt more active policies to find employment for people.     Tax burdens of firms could be reduced, and preferential policies for social security coverage could be employed to help firms survive the crisis and keep jobs, Zhang said.     More subsidies should be offered to organize vocational training in order to get people reemployed, and training should be made more relevant to different jobs, he added.     The Vice Premier also said the government should step up building a social insurance system that covers both urban and rural residents, and continue to raise pensions for retired workers.     China created new jobs for 11.13 million people last year, 11 percent more than the target of 10 million.     The country also found jobs for five million laid-off workers and for 1.43 million who had difficulty in finding a job. The combined 6.43 million was again higher than the original target of five million.

BEIJING, March 7 (Xinhua) -- Another Chinese delegation of businesses and industry leaders, led by the Ministry of Commerce (MOC), left for four European countries Saturday for investment and economic cooperation, the MOC said.     The business delegation, following purchases totaled more than 10 billion U.S. dollars in Europe by a Chinese procurement delegation in late February, are heading for the same destinations of Germany, Switzerland, Spain and Britain.     The new delegation will explore investment opportunities on areas of automobile, machinery, textile, food, electronics and technologies relating to energy saving and environment protection.     An MOC official said "the move would further strengthen cooperation between Chin and Europe and create a win-win result in tackling the global economic downturn."     The delegation are composed of more than 20 top Chinese companies, as well as several national trade associations and government officials.
