SAN DIEGO (KGTV) -- Lifeguards Thursday rescued a 17-year-old girl who fell while hiking at Blacks Beach near Torrey Pines.Lifeguards say the teen was hiking with two other teenagers near Box Canyon about 1:30 p.m. when she fell at least 12 feet into a creek bed.A San Diego Fire-Rescue helicopter flew her to safety. Lifeguards helped the girl's companions walk down to the beach.The girl injured her leg and possibly her head. She was taken to Scripps Hospital in La Jolla.Lifeguards said three other people were rescued about the same time, including one person who started climbing down the cliff and became too scared to go up or down.Watch video from the scene in the player below:  711

SAN DIEGO (KGTV) -- Memorial Day Weekend DUI arrests are down in San Diego County compared to last year, according to California Highway Patrol. In San Diego County, 42 people were arrested between 6 p.m. Friday and 6 a.m. Sunday. By this time on Memorial Day Weekend in 2018, 57 people were arrested. One person died this weekend in San Diego County due to a DUI crash, tying it with last year. Statewide, 741 people have so far been arrested for driving under the influence. By this time last year, 674 people were arrested for DUI. So far this weekend, DUI-related crashes have claimed 18 lives throughout the state compared with 14 by this time last year. 668

SAN DIEGO (KGTV) — Leaders from Mexico and San Diego led a conference on the effort to end human trafficking Tuesday at Liberty Station. Carlos Gonzalez Gutierrez, who recently took over as Mexico's Consul General in San Diego, was the first speaker, followed by San Diego District Attorney Summer Stephan.An estimate by the United Nations reveals that millions of people are living in modern day slavery worldwide. In San Diego, the most common form of human trafficking is for sexual exploitation. The District Attorney's office told 10News that between 3,000 and 7,000 women are sex trafficked through the county each year, with the average age of the victim's being just 16.RELATED: Two teens arrested in San Diego for possible sex trafficking of 12-year-old girl"We have to watch the borders, but we also have to watch in the privacy of the bedrooms of our kids," Stephan said during an interview with 10News.The forum came just a few days after 18 Camp Pendleton Marines and one Navy sailor were arrested, accused of taking part in human trafficking and drug smuggling from Mexico. SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses.
