A record number of unaccompanied immigrant children, about 14,000, are currently in US custody, a Health and Human Services spokesman said Friday.The spokesman, Mark Weber, said the additional requirements put in place by the Trump administration to "reduce risk and increase safety" for immigrant children contributed to the high number."We are taking all possible steps to protect children in an environment with many bad actors," Weber said. "We are balancing speed with safety and will err on the side of safety."The Houston Chronicle earlier reported the figure.Last spring, the Trump administration heightened scrutiny of adults coming forward to take care of the immigrant children, and Immigrations and Customs Enforcement now conducts exhaustive screenings of the adults. But many of them are undocumented themselves and fearful of ICE obtaining their information.These Trump administration policies are likely keeping these children in custody.Lawsuits have also accused the administration of extending children's stays, including allegedly holding them intentionally until they turn 18 and are eligible for stricter adult detention. Many of the children do have a legal right to stay in the US, but the legal process can take years.Weber said the high number was also due to the 50,000 Department of Homeland Security referrals of unaccompanied children this year, which he said is the third-highest annual total. DHS referred 59,170 unaccompanied children to HHS in fiscal year 2016, according to a HHS fact sheet, and 40,810 in fiscal year 2017.The number of children in custody changes daily because of referrals by DHS and HHS releases of children to sponsors, Weber said.Most of these children arrived in the US unaccompanied. Children separated under Trump's so-called "zero tolerance" policy account for less than 200 of the reported 14,000. CNN reported earlier this month there are still 171 children separated from their families, four months after a judge ordered the US government to reunite the undocumented immigrant families it had split up at the border, according to court documents.In 2016, the monthly average of the number of children in HHS's care ranged from just over 4,000 to over 9,000. 2230

A toddler hanging from the roof after crawling out of his bedroom window managed to come away unscathed after falling into a passerby's arms.It's a situation that could have ended tragically if not for the quick actions of a good Samaritan.Police report Jill Harper happened to be driving by the 1300 block of Mills Street in Sandusky, Ohio and saw the toddler hanging from the edge of the roof. She ran over to help.According to the police report, the child fell into her arms, and she brought him inside."When I caught him I remember thinking, 'Oh my God, I caught him,'" said Harper."When I started pounding on the house, that's when he fell, and my hand was pounding.  So when he fell, he kind of came back and hit my arm, and then I caught him."Police said they did not notice any obvious bumps and bruises. The Sandusky Fire Department responded to the scene, looked him over and found no injuries.Kelsie Hellman, the boy's mother's cousin, signed a refusal form, not wanting him to be transported to the hospital, according to police.Sandusky police said the boy is currently in the custody of Summit County Children Services. Hellman told police she is trying to gain custody of the boy, whom she has looked after since he was 3 months old.How did he get out there? Hellman told police she was using the bathroom when the incident happened. She said the boy must have gone around the baby gate she put at the bottom of her stairs, allowing him to get up to his room where the window was left slightly open. The boy then apparently slid through the window, which opens onto the roof.Meanwhile, Sandusky Police Detective Kevin Youskievicz told Scripps station WEWS in Cleveland, he believes the child could have suffered serious injuries if Harper hadn't acted quickly."I can only describe her as a hero, she's a hero," Youskievicz said."Everyone says we need heroes, she is one,"According to the report, Hellman said her husband was fixing the window so the boy could not crawl out of it again. 2079

A non-profit in California has developed a way to capture poachers who snatch sea turtle eggs - building lookalike eggs with GPS trackers constructed inside them.According to research published Monday in the journal Current Biology, the InvestEGGator is a 3D-printed life-like turtle egg that can be tracked as far away as 137 kilometers (85 miles)."It replicates the appearance, weight, and feel of a real turtle egg. It is easily deployed at low risk to investigators, can be programmed and monitored remotely using web-based and smartphone applications, and is a low cost, allowing for deployment of many units at once," the company said on its website.The decoy eggs are placed in real nests alongside real eggs, which are monitored and mapped every time they are moved, said the Ventura-based Paso Pacífico, the non-profit that developed the eggs.The research showed that the decoy eggs provide a signal once every hour."Using data provided by the decoys, we identified trafficking routes and on two occasions properties of potential interest to law enforcement," researchers said in the journal. A police department in Arkansas has apologized for sharing a misleading warning about the danger of opioids on its Facebook page."The post about the fentanyl was sent so me from another officer at another Department," the Leachville Police Department wrote on Facebook Thursday. "I simply shared it. I’m should have checked into it further before I posted it. Sorry for the confusion."The Leachville Police Department warned residents to wipe down shopping carts before using them to protect against the dangers of fentanyl, a powerful opioid. "Fentanyl or something like that still on their hands and they touch that cart handle and then you do, it can get into your system," the department originally posted on Facebook. "Scary but worth taking the time to clean the handle. All you'd have to do is rub your nose or touch your child's mouth. I never even considered this possibility. Children being exposed to just the powder or residue is a bad situation that can turn deadly."While a police officer in Ohio recently claimed ot have overdosed on fentanyl by simply touching the substance, some experts dispute the officer's claim.According to the Centers for Disease Control and Prevention, opioids killed more than 33,000 people in 2015.
