SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. Our goal is they'll be able to use their Red ID, the money that's on their Aztec dining plan that they can use there," Wicker said."I'm all for it because students are really on a budget out here," SDSU student Lindsy Peterson said. SAN DIEGO (KGTV) -- The woman who stole a car with two children inside before driving to the U.S-Mexico border in 2018 has been sentenced to 13 years in prison. Police say Leslie Esparanza Saenz, 27, stole a car with an 8-year-old and 3-year-old inside outside a Cricket Wireless store on the 200 block of Euclid Avenue April 9, 2018. According to police, the children’s father parked the gold Hyundai Excel outside the store and went into the business by himself, leaving the vehicle unlocked. Moments later, Saenz got into the car and drove off on Imperial Avenue. RELATED: Not guilty plea from woman accused of stealing car with children insideThe vehicle was spotted later that afternoon when the Hyundai arrived at the San Ysidro Port of Entry. There, federal agents who had gotten a be-on-the-lookout bulletin regarding the auto theft and kidnapping took the driver - who was later identified as Saenz -- into custody without incident. Authorities then reunited the children, who had suffered no injuries during the ordeal, with their father and returned his car to him, Roman said. 1096

  

SAN DIEGO (KGTV) - The Starlight Bowl in Balboa Park is facing a setback after thieves broke into the theater.According to San Diego Police, an unknown suspect or suspects forced their way into the building between Oct. 17 and 19. The thieves ransacked two separate, secured structures on the property.A number of high-end television production systems, autographed guitars, studio cameras, and other items were stolen. “The doors were physically broken down,” said Steve Stopper, founder of Save Starlight. “There’s been a lot of vandalism and theft and they had to have been here a long, long time.”Stopper said his foundation has been working for five years to bring life back to the theater that closed down in 2012. The City of San Diego has offered support to his organization.Repairs were being completed after a tree came crashing down on the Starlight Bowl months ago, lifting asphalt in the parking lot and crushing part of the building.“This is definitely kicking us back to almost a starting point again,” said Stopper.Security cameras and alarms were turned off as repairs to the building were underway.Stopper said the items stolen were worth well over ,000. Many, including the autographed guitars, were set to be auctioned off at a gala next year in an effort to raise money for the revitalization project.“We need someone to step up and help us,” said Stopper. “We need new options for the future.
