BEIJING, Oct. 17 -- The government is ready to introduce a series of measures to cushion the impact of slower growth in foreign trade and industrial output caused by the global credit crisis, the vice-minister of the National Development and Reform Commission, said Thursday.     Speaking at a press conference held by the State Council Information Office in Beijing, Du Ying said that as the global economy has slowed, foreign trade volume, value-added output and the profit growth of industrial firms based in China's coastal areas have shown a downward trend in the second half of the year.     "The State Council is greatly concerned by the trend and is ready to introduce a series of measures," he said.     But the full impact of the global financial crisis has yet to be seen, he said.    "We must have a full picture of the difficulties and challenges," he said. The government has already taken several measures to combat the impact, including lowering the deposit reserve ratio, helping small- and medium-sized factories to upgrade their technologies, and introducing more favorable credit policies, Du said.     He said he is confident China can weather the storm.     "As in the past, China can overcome the challenges and difficulties and enter a new stage of development. I'm fully confident of that," Du said.     With the global financial crisis continuing to escalate, China - the world's fourth largest economy - has seen its major economic indexes slide.     The National Bureau of Statistics is due to release figures on Monday for the economic situation over the past three quarters.     Some analysts have forecast that GDP growth might drop further in the third quarter, from 10.1 percent in the second quarter and 11.9 percent for the whole of last year.     Yang Xiong, vice-mayor of Shanghai, said the city's industrial output growth fell to 6 percent last month from an average of 11.5 percent per month in the first three quarters.     The financial hub remains in good shape, however, partly due to investments in preparation for the 2010 World Expo, he said.     Zhao Kezhi, deputy governor of Jiangsu, said the province's trade figures were down 4 percent year-on-year in the first nine months.     Chen Min'er, vice-governor of Zhejiang, said the province had witnessed "individual" cases of company failures, but denied media reports of widespread factory closures.     Authorities will respond by trying to cut the tax burden on local firms, make more credit available and ensure a sufficient supply of land and power for manufacturers, Chen said, adding that now was a good time to weed out obsolete, polluting plants.     On Wednesday, Zhou Xiaochuan, governor of the central bank, called for increased domestic consumption to counter the economic slowdown.     "Due to the impact of various factors, we may need to increase domestic demand," he told Hong Kong-based Phoenix TV.

BEIJING, Nov. 11 (Xinhua) -- Chinese officials led by President Hu Jintao on Tuesday marked the 110th anniversary of the birth of Liu Shaoqi, late President and Communist leader who was prosecuted and died during the Cultural Revolution.     "We are gathered here with deep respect to remember his contribution to the independence and liberation of China, the development of the country and welfare of the people," said Hu at the ceremony.     State leaders Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang,He Guoqiang and Zhou Yongkang attended the ceremony presided over by Premier Wen Jiabao.     Liu worked hard for the cause of Party and people all his life, making great contribution to the revolution and construction of socialism in China, Hu said.     Born in 1898, Liu joined the Communist Party of China (CPC) at the age of 23 and led several important trade union strikes in the1920s.     He marched with the Red Army in the Long March (1934-1936) but, in the middle of it, he was sent to north China that was ruled by then Kuomintang government and led the underground resistance to the Japanese invasion.     In 1945, Liu was elected a member of the CPC Central Committee Political Bureau and a Central Committee secretary.     When the People's Republic of China was founded in 1949, Liu was elected the vice chairman of the central government. He was president from 1959 to 1968 and introduced many pragmatic economic policies.     Liu was removed from all his positions in 1968 during the Cultural Revolution and died in 1969, denounced as a traitor and an enemy agent. In 1980, his reputation was rehabilitated.     "We shall learn from his thoughts, way of working and virtue that would encourage all Party members and people to have confidence and work hard to carry on the cause of revolutionaries of older generations," said Hu.     He urged people to learn from Liu to be loyal to the Party and the people, to always seek truth from facts, to be open to innovation, to be good at applying Marxist principles in China's reality, to be willing to correct mistakes, to put Party and people first and to serve the people heart and soul.     Hu recalled Liu's great and glorious life and praised his achievements, Wen said. FUZHOU, Nov. 21 (Xinhua) -- Construction on a new nuclear power plant started Friday in southeast China's Fujian Province.     The Fuqing Nuclear Power Plant, located in the coastal city of Fuqing, requires an investment of around 100 billion yuan (14.6 billion U.S. dollars).     It will have six units that generate millions of kilowatts each.     During the first phase of the project, two units will be built and put into operation in 2013 and 2014. They will use advanced second-generation pressurized water reactor technology. The two units are expected to generate more than 14 billion kilowatts of electricity annually, most of which would be consumed within the province. Ltd. will jointly build and operate the plant.     The three companies have a stake of 51 percent, 39 percent and 10 percent, respectively, in the new plant.     An unidentified local government official said three billion yuan has already been spent since preparation work for the project started in 2007.Another five billion was planned for 2009.     The project is expected to create more than 10,000 jobs.     Currently, China has 11 nuclear power reactors in operation. All reactors employ second-generation nuclear power technologies.     The country plans to have 40-million-kilowatts of installed capacity in nuclear power by 2020, accounting for four percent of China's energy production.     Right now, installed capacity of nuclear power is only about nine million kilowatts, or about two percent of the total power the country produces.
