A Japanese pilot found to be more than nine times over the legal alcohol limit before a scheduled flight from London Heathrow in October has been sentenced to 10 months in prison, police said Thursday.Katsutoshi Jitsukawa, 42, an employee of flag carrier Japan Airlines, was scheduled to fly from Heathrow to Tokyo on October 28 at 6:50 p.m. local time, but failed a breath test shortly before takeoff.The test showed Jitsukawa had 189 mg of alcohol per 100 ml of blood in his body. The legal limit for pilots is 20 mg, while drivers in England, Wales and Northern Ireland are allowed as much as 80 mg.Alarm was raised after a driver of a crew bus smelled alcohol and called the police, who conducted the test, according to Japanese broadcaster NHK.Jitsukawa said he had drunk two bottles of wine and a pitcher of beer the night before the flight, NHK reported.He was remanded in custody and later pleaded guilty to the charge of performing an aviation function when his ability was impaired through alcohol. Jitsukawa had been scheduled to fly a 244-seater Boeing 777 aircraft.Reacting to the sentencing, Inspector of Aviation Policing Iain Goble, condemned the "serious" offense that could have had "catastrophic" consequences."This conviction reflects he displayed not only total disregard for the safety of all the passengers and staff on his flight, but also the wider public," Goble said.Following Jitsukawa's arrest, Japan Airlines apologized for the incident and said "safety remains our utmost priority," adding it will "implement immediate actions to prevent any future occurrence." 1610

A father and mother in Las Vegas were arrested on Feb. 28 on charges including murder, child abuse/neglect, and animal cruelty. Police were called to the couple's apartment on Feb. 25 after getting reports about possible abuse or neglect. Medical workers told police dispatchers that they were transporting a 5-month-old child to the hospital and the baby appeared to be malnourished.The baby died after being taken to the hospital.Detectives from the Las Vegas Metropolitan Police Department investigated the case, and three days later arrested 29-year-old Anthony Oceja and 24-year-old Loreana Martinez. Oceja and Martinez also had two other children who were taken into protective custody and are being evaluated by medical personnel for potential health concerns. There were also three dogs in the residence that appeared to be severely malnourished. They were turned over to Clark County Animal Control. A man and a woman were arrested in Arkansas on Tuesday after the woman's 1-year-old child was found dead in their bedroom closet. Fayetteville Police say that 21-year-old Tyler Hobbs called dispatchers stating that the child fell down the stairs and started seizing. He said that he performed CPR on the child but could not revive the child. Hobbs told police, “It happened a few days ago.” He explained that he got scared and did not know what to do.When officers arrived on the scene, they spoke with Hobbs and the child’s mother, 21-year-old Maria Giron-Molina.Inside the closet of the bedroom where the couple slept, officers found the child's body decomposing inside a plastic container that was covered with blankets.Hobbs later admitted to investigators that the child was crying uncontrollably and that it was giving him a headache. The child then knocked a picture frame and lamp off of a bedside table. Angered at the child’s refusal to calm down, police say that Hobbs picked the child up and covered its mouth with his hand to “muffle” the crying.Hobbs told investigators that the child hit and scratched him, so he shook the child back-and-forth. Hobbs said he blacked out, and when he “came to”, he saw the child was not breathing.He then performed CPR to attempt to revive the child. His initial effort was successful, but ultimately the child died without ever receiving medical attention, according to police.Hobbs said he was under the influence of marijuana at the time of the child’s death. He expressed remorse for his actions, and he said he did not intend to harm the child, police say.Hobbs was arrested for first-degree murder and abuse of a corpse. Giron-Molina was arrested for abuse of a corpse. 1761

A highly anticipated audit of the city's water-billing practices could be delayed. City Auditor Eduardo Luna made the comments Thursday at the city's first public hearing after hundreds of residents complained about mysteriously high water bills. "Some of the key billing data that we're looking for may be delayed, they're looking about providing that to us in about two months, which could potentially have an impact when we complete this audit," Luna said. The city's environment committee - which includes four City Council members - held the meeting in order to question public utilities officials over the water bills.San Diegans have complained for months about spiking bills - some more than ,000. They said the city water department met their concerns with indifference, ultimately leading some to get shut off notices."We sincerely apologize to all customers that have been affected by this situation," said City Public is Utilities Director Vic Bianes. Bianes said the department has added staff to work on resident concerns, is waiving fees for meter tests, and is having supervisors sign off on daily work.
