UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.

BEIJING, Dec. 26 (Xinhua) -- China has launched a one-year inter-agency national campaign aiming to return most street children home, the Ministry of Civil Affairs (MCA) said Monday.The MCA will lead the campaign, which is joined by the ministries of education, public security, financial, health, human resources and social security, and housing and urban-rural development, an MCA statement said."We will try our best to identify most street children in cities and send them home by the end of 2012," the statement said.Minister Li Liguo of Civil Affairs said, ministries concerned should strengthen communication and coordination, and speed up the revision of regulations on the relief of city beggars and vagrants.The MCA also urged provincial governments to set up special offices coordinating the campaign. Several provinces, such as Hebei and Yunnan, have been working on this, the statement said.Police will step up their efforts to identify and rescue street children who wander near railway stations, major tourist sites, business areas and subway stops, while civil affairs departments will assist investigation and provide shelter for homeless children, the statement said.Urban communities and neighborhoods are asked by the ministry to report homeless children to local police. Police and civil affairs departments will cooperate to ascertain the whereabouts of their parents or guardians.In home places of street children, education departments are urged to send them to schools or vocational schools, and those from needy families will have their tuition reduced or waived.Health departments are required to offer street children easy access to medical facilities in emergency cases. Hospitals listed in the campaign will treat sick street children free of charge.

BEIJING, Jan. 8 (Xinhua) -- China canceled over one-third of all official ceremonies, seminars and forums last year in a bid to avoid extravagance or corruption in the use of public resources.Some 2,549 such activities proposed by governments or public institutions, or 37.7 percent of the total applications, which were deemed "ceremonial" and "unnecessary," were cut, saving 1.22 billion yuan (about 193.39 million U.S. dollars), said an official statement released Sunday.The statement was issued by the State Council's Office for Rectifying Malpractices, a ministry-level inter-agency supervisory body dedicated to eliminating administrative irregularities and abuse of power in government agencies, public institutions and major service sectors.Last year's inspections focused on activities co-funded by ministries and local governments, the statement said.The Chinese government agreed with the public that the soaring number of official celebrations, seminars and forums would cost plenty of money and manpower and exacerbate corrupt behaviors.In March, the State Council, or China's Cabinet, ordered 98 ministries and ministry-level government organs to make public their budgets and expenditures on official overseas visits, public vehicles and official receptions -- the "three public consumptions" that had triggered widespread public concern.Premier Wen Jiabao also repeatedly urged the country's government agencies to reduce administrative expenses, including cutting the number of meetings and documents printed.Official figures indicate that the country's crackdown on various forms of extravagant spending by officials saved the country 5.7 billion yuan in 2010.A blue book on China's conferences published in November estimated that the total output of the country's conference industry had reached nearly 1 trillion yuan. JIUQUAN/BEIJING, Nov. 1 (Xinhua) -- Commander-in-chief of China's manned space program Chang Wanquan announced early Tuesday that the launch of Shenzhou-8 unmanned spacecraft was successful.The spacecraft was sent into the designated orbit after the blastoff at 5:58 a.m. from the Jiuquan Satellite Launch Center in northwest Gobi desert, carried by an upgraded Long March-2F rocket.It is heading for rendezvous with Tiangong-1, or "the Heavenly Palace" that was put into space on Sept. 29 for the country's first space docking.The move, if successful, will pave the way for China to operate a permanent space station around 2020 and make the nation the world's third to do so.The combined photo taken on Nov. 1, 2011 shows the blast-off of a modified model of the Long March CZ-2F rocket carrying the unmanned spacecraft Shenzhou-8 at the Jiuquan Satellite Launch Center in northwest China's Gansu Province. Commander-in-chief of China's manned space program Chang Wanquan announced that the launch of the spacecraft was successful.Chinese Vice Premier Zhang Dejiang viewed the launch at the Jiuquan center. The launch was also observed on site by senior officials from the European Space Agency and the German Aerospace Center.The docking is scheduled to occur within two days after the launch of Shenzhou-8 and at a height of 343 km above the Earth's surface. It will return to the Earth after two docking tryouts.Chinese and German scientists will conduct 17 life science space experiments on the Chinese spacecraft Shenzhou-8, Wu Ping, spokeswoman for China's manned space program, said Monday.To ensure the success of the mission, Chinese space engineers have made "considerable modifications" on Shenzhou-8 to previous versions of the spacecraft.Shenzhou-8, with a length of nine meters and a maximum diameter of 2.8 meters, has a liftoff weight of 8.082 tonnes."More than half of the 600 or so sets of equipment have been modified, while newly designed devices account for about 15 percent of the total," Wu said.The modifications were mainly aimed at arming the spacecraft with automatic and manual rendezvous and docking capacities, and enhancing the vehicle's performance, safety and reliability, Wu said."After the improvements, the spacecraft will be able to connect with the target spacecraft Tiangong-1 for 180 days," Wu said.The unmanned spacecraft is also equipped with devices for recording real images and mechanical parameters during its flight, to test the space docking before a manned attempt.Once China has mastered the technologies of rendezvous and docking, it will be equipped with the basic technologies and capacity required for building a space station, said Zhou Jianping, chief designer of China's manned space program.Tuesday's mission will be followed by launches of spaceships Shenzhou-9 and -10 in 2012, which are also expected to dock with Tiangong-1. "At least one mission of the two will be manned," Wu said.The crew members, including probably two female astronauts, have already been selected for the possible manual space docking mission in 2012 and are being trained for manual docking skills.The space docking tests and experiments will provide crucial experience of China's construction of a 60-tonne permanent manned space station around 2020 when Chinese astronauts are expected to operate more research projects in space."It will make it possible for China to carry out space exploration of a larger scale," Zhou said.
