WASHINGTON (AP) — A new report shows how warming temperatures in the Arctic transform the region's geography and ecosystems. The National Oceanic and Atmospheric Administration's annual Arctic Report Card was published Tuesday.The report shows that the past year - from October 2019 to September 2020 - was the second warmest on record in the Arctic, the report said.The extent of snow on the ground in June across the Eurasian Arctic was the lowest recorded in 54 years.Satellites recorded the second-lowest end of summer sea ice extent in the ocean since record-keeping began 42 years ago, the report stated.According to the report - from September 2019 to August 2020 - the Greenland ice sheet experienced an ice loss higher than the 1981-2010 average but substantially lower than the 2018-19 record."Abnormal cyclonic atmospheric circulation centered over Greenland promoted normal or colder-than-average conditions for the interior and east, with higher air temperatures in the north, southwest, and many coastal regions," researchers who contributed to the report stated.The report also added that extreme wildfires in the Sakha Republic of northern Russia this year "coincided with unparalleled warm air temperatures and record snow loss in the region."According to the Associated Press, the report from last year included for the first time essays and research contributed by the Arctic's Indigenous communities. (KGTV) -- The Vista Unified School District announced Tuesday that its secondary schools would be pivoting back to virtual learning until the end of winter break.The decision only applies to district middle and high schools; students will have to finish the next three weeks of instruction virtually.Vista's elementary schools will continue with in-person learning.According to the latest community update on the district's website, the reason for the pause in in-person learning is based on the recent increase in the spread of COVID-19 "globally, nationally, regionally and locally."It goes on to say, "While Vista Unified has seen no evidence of the virus spreading within the school environment after 26 days of instruction in the Vista Classic learning model, the impact of the virus within our community is causing staffing challenges for teachers, instructional assistants, custodians, and other employees."The school board has a meeting scheduled for Dec. 15 to revisit the situation and discuss possible adjustments for the second half of the school year. 1086

  

WASHINGTON - President Trump signed 4 executive orders Friday afternoon which all aim to lower the cost of prescription drugs for Americans.The first executive order will require medical facilities to pass along discounts they receive on insulin and EpiPens to consumers. The second order will allow for the importation of prescription drugs from Canada and other countries.The third order aims to eliminate the "middle man" in prescription drug sales. "Nobody even knows who they are. But the middle men are making a fortune,” President Trump said Friday.The fourth executive order strives to bring Medicare’s drug prices more in-line with prices in other countries.Florida's Governor, Ron DeSantis, joined the press conference, along with administration representatives and Americans who have diabetes and other medical conditions.During Friday's event, President Trump said he and his administration has secured 90 percent of the world's supply of remdesivir, which has proven to be a reliable treatment option for Covid-19. These efforts were initially announced in early July by the U.S. Department of Health and Human Services.Reducing drug prices has been an ongoing effort of the Trump administration. In 2018, the president signed two pieces of legislation into law on Wednesday that aimed to inform consumers about drug prices.Both measures, the Know the Lowest Price Act and the Patient Right to Know Drug Prices Act, aim to end the drug industry's so-called gag orders of pharmacists, which prevent them from discussing cheaper price options with consumers.In 2019, A federal judge nixed a regulation that was a centerpiece of the Trump administration's efforts to bring down drug prices.US District Judge Amit Mehta of the District of Columbia vacated the Department of Health and Human Services' rule that would have required drug makers to include their list prices in TV ads, saying the agency had overstepped its authority."No matter how vexing the problem of spiraling drug costs may be, HHS cannot do more than what Congress has authorized," Mehta wrote at the time of the ruling in July 2019. VISTA, Calif. (KGTV) – A group of teenage girls attempted to set a trap for a 32-year-old man who tried to meet one of them for sex, according to San Diego County sheriff’s officials. According to sheriff’s officials, deputies responded to a reported kidnapping at 1385 East Vista Way in Vista around 2:30 p.m. Sunday. A group of juveniles told responding deputies they used a social media app to contact “an older man who was looking for underaged girls to have sex with. The group hoped to expose the male and turn over the information to law enforcement agencies for prosecution.” Sheriff’s officials said the group made contact with Robert Dreyfus on the app and exchanged text messages. A meeting location was established at a shopping center at 1385 East Vista Way. Officials said that “Dreyfus arrived and convinced the 17-year-old victim to get into his vehicle to talk,” but he then drove away with the girl without consent. According to officials, the girl was able to message her friends for help, and they contacted authorities. Deputies made contact with Dreyfus, and he stopped his vehicle near the 2000 block of East Vista Way. The girl got out of his vehicle and was not hurt, officials said. Dreyfus was arrested by responding deputies and booked into Vista jail on suspicion of kidnapping, sending harmful matter to a minor and communication with a minor for specific offenses. Online, hundreds of groups that set up stings, hoping to expose child predators. “This was really dangerous and something that’s best left to professionals in law enforcement,” said criminal defense attorney Jan Ronis. Ronis said the teens’ actions could complicate the criminal case. “Normally, law enforcement runs these operations. The solicitation is recorded. The coversations, the meeting places are surveilled. This is a bunch of kids.” Dreyfus’ bail was set at 5,000, according to the San Diego County Sheriff's Department's inmate information. He’s due to appear in court next week. 1998
