SAN DIEGO (KGTV) -- The Sweetwater Union High School District Board of Trustees on Thursday responded to a scathing audit that alleged evidence of fraud or misappropriation of funds leading to a multi-million dollar deficit.In their response to the audit, the district’s Board of Trustees acknowledged the importance of an independent state agency’s audit and said they “intend to cooperate fully with these agencies should they require additional information.”“We acknowledge that, as required, you notified the local district attorney, State Superintendent of Public Instruction, and State Controller that the FCMAT AB 139 report found there is sufficient evidence to demonstrate that fraud, misappropriation of funds, or other illegal fiscal activities may have occurred," the Board of Trustees said."We understand the importance of having these agencies review the report and intend to cooperate fully with these agencies should they require additional information," said the board.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was made public June 22. According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.The audit also reportedly found the district kept borrowing from capital projects in the South Bay, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The board said that individuals and outside entities identified by FCMAT as having enough evidence to suggest they were engaged in illegal acts are "either no longer employed by the District or are removed from all involvement in the District’s current operations."RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe board also said that since the audit, they’ve taken other actions based on recommendations from the FCMAT, including:The district will be implementing the INFOR financial module in the 12 to 18 months. An anonymous hotline for reporting fraud will continue to be available internally and to the public.The District staff will ensure that the Board and County receive updates on the progress to address the recommendations set forth in this report.“As a Board and as acting superintendent, we are committed to ensuring we implement and improve our systems and supports to best serve our community and understand that this process starts with the superintendent and the Board,” said the board.The response was signed by current trustees Nicholas Segura, Board Vice President; Arturo Solis, Board Member; Paula Hall, Board Member; Kevin J. Since then, the district's budget crisis spiraled into teachers and programs being cut, bus routes eliminated, and increased class sizes. The board previously said its action against Janney is not disciplinary but it is to support and ensure an efficient investigation of the concerns raised in the FCMAT audit.With the release of the FCMAT audit, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The San Diego County District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. SDG&E warning that with high fire danger, some customers may be in the dark for the start of Christmas Eve.Billy Joyce is one of those customers.“You definitely start to think about it as you sleep, as you’re awake,” said Joyce.He lives with his family and ranch full of horses in Alpine. That’s a lot of mouths to feed when you may be in the dark.“Are we going to have to worry about evacuating?” said Joyce. “What’s going to happen to our animals? All that stuff you start to worry about.”He has a generator that will run the well and some lights, but it doesn’t power everything.“You can’t start the oven or you can’t start you range, you can’t have all the lights on,” said Joyce.That rage and oven are vital tools he needs to not only feed his family, but the 75 other people he’s making holiday dinners for.“Knowing the power would go out we had to start cooking at 5:00 this morning. I didn’t know if it was going to get shut down at 9 a.m. or what have you,” said Joyce.The chef and for Dinner Bell SD raised more than ,000 to helps those who would otherwise go hungry. Joyce selflessly taking on a big project while the threat of fire and no electricity still looms.“Starting tomorrow we’re delivering prime rib and ham dinners along with all the fixing and over 0 in gifts per family,” said Joyce. “Just normal people trying to get by, and have young kids, and just bummed they can’t have a Christmas.”Joyce says because he started early, he was able to get all of the cooking done while the power was still on.As of Wednesday night, about 400 customers in Campo, Descanso, and Potrero had been impacted by the safety shutoffs, according to SDG&E. 1769

SAN DIEGO (KGTV) - The purple most restrictive tier for coronavirus guidelines goes into effect Saturday forcing many museums around San Diego County to close their doors once again."It really wasn't a surprise and when this all first started happening I think we realized that there wasn't going to be a magic date that everything was going to be better," James Haddan, Senior Director of Development and External Communications at the Museum of Us, said they've been anticipating the county's fall back into the purple tier."We made some hard choices initially, right away," Haddan said they made difficult cuts to staff at the beginning of the pandemic, hoping to sustain for the next two years."It has been extremely difficult for arts and cultural organizations throughout the city and Balboa Park would be no different," Executive Director of the Balboa Park Cultural Partnership Peter Comiskey said.Comiskey said while many of the museums must close, there are still things to do at the park. The Japanese Friendship Garden, Spanish Village, and restaurants are open.In La Jolla, the Birch Aquarium is shifting too. They reopened in July and are creating as many exhibits as they can outside.
