ULAN BATOR, June 1 (Xinhua) -- Visiting Chinese Premier Wen Jiabao and his Mongolian counterpart Sukhbaataryn Batbold agreed Tuesday to deepen bilateral cooperation in various areas including energy, trade and environmental protection.China and Mongolia should strengthen exchanges and cooperation and advance the partnership of good-neighborliness and mutual trust between the two countries, Wen said in talks with Batbold in Ulan Bator, Mongolia's capital.China is ready to maintain exchanges of high-level visits with Mongolia, said the Chinese premier, who arrived earlier in the day for a two-day official visit.He said the two nations should strengthen mutual political trust and continue to extend firm support to each other on major issues concerning their respective core interests.Chinese Premier Wen Jiabao (L) shakes hands with his Mongolian counterpart Sukhbaataryn Batbold in Ulan Bator, Mongolia, June 1, 2010. Wen also said the two sides should adopt practical measures to deepen their trade and economic cooperation and make efforts to promote cooperation in mineral resources development, infrastructure construction and finance.China is also willing to boost cooperation with Mongolia in energy, environmental protection and transportation, he added.During the talks, the Chinese premier pledged continued support and assistance for Mongolia's economic and social development.He suggested that the two sides launch a feasibility study at an early date on a China-Mongolia free trade area (FTA).As an effort to promote cultural exchanges, Wen said China will offer 2,000 government scholarships to Mongolian students in the next five years.Batbold said Mongolia is ready to increase cooperation with China in such areas as finance and environmental protection.Expressing support for a FTA, he said Chinese enterprises are welcome to expand investments in Mongolia and participate in the country's infrastructure construction and the development of mineral and energy resources.Batbold said trade and economic cooperation with China, Mongolia's largest trading partner and biggest source of investment, has been fruitful in recent years.Mongolia highly values its relations with China and will adhere to the one-China policy, said the Mongolian leader.He also said Mongolia will steadfastly support the Chinese government's position on the issues of Taiwan and Tibet.The two sides also pledged to work together to safeguard regional peace and stability.Mongolia is the third leg of Wen's four-nation Asian tour, which has already taken him to South Korea and Japan. He will also visit Myanmar.

UNITED NATIONS, April 14 (Xinhua) -- Representatives from UN Security Council members and other countries on Wednesday sent their deep condolences to the Chinese government and people for a strong earthquake that hit the northwestern part of the country and killed at least 589 people.The diplomats from nearly 40 countries and the European Union offered their condolences to China when they were taking the floor at an open Council debate on the situation in the Middle East, which kicked off here Wednesday morning. The representatives were from the only countries which inscribed to speak at the open debate.Representatives from Austria, Bosnia, Brazil, Britain, France, Gabon, Japan, Lebanon, Nigeria, Russia and the United States offered their condolences to the Chinese delegation for the 7.1-magnitude earthquake, which struck northwest China's Qinghai Province early Wednesday.Condolences were also from such countries as Afghanistan, Argentina, Botswana, Cuba, Egypt, Iran, Kenya, Kuwait, Nicaragua, Pakistan, Sri Lanka, Syria, Tunisia and Venezuela.Earlier, UN Secretary-General Ban Ki-moon and president of the UN General Assembly Ali Treki also sent their deep condolences to China over the strong earthquake.At least 589 people have reportedly died and 10,000 others were injured in the wake of the deadly earthquake, local authorities said.

GUANGZHOU, May 29 (Xinhua) -- Communist Party chief of south China's Guangdong Province Wang Yang on Saturday called for companies to improve management and care more for their employees after 13 workers of Shenzhen-based Foxconn attempted suicides this year, which resulted in 10 deaths.Wang Yang, secretary of the provincial committee of the Communist Party of China, told a conference in Shenzhen that the Party, government organizations and Foxconn must "work together and take effective measures to prevent similar tragedies from happening again.""Labor unions in private firms should be improved to facilitate better working conditions and more harmonious relations between workers and employers," Wang said.He also called on young employees to cherish their precious lives, as the suicidal employees were mostly born in the 1980s or 1990s, who had weak self-adjustment capability under emotional, living, or working pressures.More recreational and sports activities should be held among workers to enhance communications and more efforts should be made to help them ease work pressure, Wang said."Economic development should be people-oriented," he said.Foxconn is part of Taiwan's Hon Hai Precision Industry Co. and makes computers, game consoles and mobile phones for companies including Hewlett-Packard Co., Sony Corp. Nokia Corp, and Apple Inc.Of Foxconn's 800,000 employees in China's mainland, 430,000 are based in Shenzhen. They work shifts and live inside the massive factory complex.

  

BEIJING, April 27 (Xinhua) -- The Chinese government announced Tuesday the lifting of the 20-year-old ban on entry for foreigners with HIV/AIDS, sexually transmitted diseases and leprosy.According to a statement released Tuesday by the State Council, after gaining more knowledge about the diseases, the government has realized that such ban has a very limited effect in preventing and controlling diseases in the country. It has, instead, caused inconvenience for the country when hosting various international activities.The revision comes days ahead of the opening of the Shanghai World Expo. The government temporarily lifted the ban for various large-scale events, including the 1990 Beijing Asian Games, the Fourth World Conference on Women in 1995 and the 2008 Beijing Olympics.Mao Qun'an, spokesman for the Ministry of Health, said the groundwork for the lifting of the ban began years ago. The ministry had been advocating lifting the restriction since the Beijing Olympic Games. It took a few more years only because of the necessary procedures.The two decisions altered regulations for the Border Quarantine Law and the Law on Control of the Entry and Exit of Aliens, which set down the ban in the 1980s.The previous ban was made in accordance with the "limited knowledge about HIV/AIDS and other diseases," the statement said.Zhang Beichuan, a medical professor with Qingdao University and a front-runner in advocating the rights of people living with HIV (PLWHIV), said it's the move is huge progress."Previously, China viewed HIV/AIDS as an imported disease related to a corrupted lifestyle. But now the government handles it with a public health perspective," he said.He Tiantian, a woman in her 30s living with HIV and an AIDS activist, said, "This revision shows us a silver lining, because we have been advocating for the rights of PLWHIV for years, and now we know we didn't do it in vain.""However, it still takes time to end discrimination, but the change in the government's stance will help change the public's attitude towards this group of people," she added.According to the health ministry, the estimated number of people living with HIV in China had reached 740,000 by October 2009, with deaths caused by AIDS totalling 49,845 since the first case was reported in 1985.The statement said the lifting of the ban won't bring an outbreak of disease in the country as scientific research has proved daily contact doesn't cause infection.HIV/AIDS is usually transmitted through blood, sex and from mother to infant. Leprosy is usually transmitted through skin injuries.Meanwhile, the government also narrowed the restrictive scope for mentally ill and tuberculosis patients to only "severe mental patients" and those with infectious tuberculosis.According to the statement, not all tuberculosis diseases are infectious and mental patients won't harm the country's social order and personal safety.Statistics show that currently 110 countries and regions around the world have no ban on entry for HIV/AIDS carriers. The United States and Republic of Korea both lifted the ban in January.

  

BEIJING, May 31 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, issued a circular Monday requiring banks to curb lending to energy-intensive industries, a move echoing government energy-saving and pollution-reduction measures.Banks must strictly review loan applications from companies in energy-consuming industries, the circular said, adding that only bank headquarters can extend loans to finance capacity expansion projects in energy-guzzling sectors.It also banned new credit to any projects not complying with government energy-saving policies.According to the circular, banks should conduct an overall review of loans to energy-intensive industries and report the results to the central bank by the end of June.The State Council, China's Cabinet, urged in early May all government departments make efforts to cut emissions and conserve energy to meet the country's target set in the 11th Five-Year Plan (2006-2010), according to which China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.
