SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. SAN DIEGO (KGTV) — Jonathan Goldwasser was one of the first business owners to set up shop inside One Paseo in Del Mar Heights.He opened the Parakeet Cafe when One Paseo’s retail area launched in March 2019 - and followed that up a few months later with Juice Crafters.He says business is of course best when the plaza is full.However, One Paseo has been anything but full since March, when coronavirus restrictions went into effect.“This has been hard,” Goldwasser said. “We went from maybe 20 employees to four.”Things, however, changed this week, when One Paseo fully reopened its retail center. On Thursday, there were people sitting at its socially distant tables and chairs, while shoppers in masks walked down its courtyard.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said, noting he’s back up to about 20 workers.About 25% of the center’s 40-plus businesses are mom-and-pops that rely on foot traffic.Juice Crafters closed entirely and Parakeet Cafe was reduced to takeout and delivery, sales going down 80%. They’ve since recovered and are now off 40% from pre-coronavirus levels.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said.The City Council approved One Paseo, a residential, retail and office complex in 2015. However, a referendum from nearby residents and the mall across the street ensued. SAN DIEGO (KGTV) -- Millions of Americans owe more on their homes than they’re actually worth in the first quarter of 2019, according to a new report by Attom Data Solutions. San Diegans, on the other hand, are sitting on equity rich properties. In the U.S. as a whole, more than five million homes were seriously underwater, meaning property owners owe at least 25 percent more than the home is worth. RELATED: Teachers, first responders struggling to afford housing, report saysAlthough the report paints a grim picture for millions of Americans, San Diegans are seeing the opposite. According to the report, nearly 40 percent of properties in San Diego are equity rich, meaning property owners had at least 50 percent equity. In California, 43 percent of properties are equity rich. Other states that fared well include Hawaii, New York, Washington and Vermont. SAN DIEGO (KGTV) -- Los Angeles County health officials are scrambling to prevent the spread of hepatitis A after three people became infected with the potentially deadly virus while in San Diego two months ago.In a motion filed by Los Angeles County's Fifth District Supervisor Kathryn Barger, she is asking the Dept. of Public Health to provide a report within 14 days on current efforts to stop an outbreak and a plan for response should one occur."At this time Public Health does not consider there to be a hepatitis A outbreak in Los Angeles County, however it is important that the County proactively educate the community on ways to prevent hepatitis A infection, and have a response plan in the event that the County does see an increase in hepatitis A cases," Barger said in her prevention plan.Citing public health officials, Barger says that the three people who acquired the infection had been in San Diego in mid-July.READ: Most hand sanitizers will not kill Hepatitis A?San Diego County health officials are in the midst of an hepatitis A epidemic with the first cases reported early this year.
