SAN DIEGO (KGTV) — Higher than usual tide will crash along San Diego County's shores this weekend as king tides roll into the coast.King tides are expected to pound San Diego's coastline between Jan. 10 to 12 and again Feb. 8 and 9. The naturally occurring high tide happens when there is an alignment of the gravitational pull between the sun and moon, according to the California King Tides Project.While the outcome produces amazing imagery and scenes of ocean water splashing over shorelines, it can be hazardous at times. SAN DIEGO (KGTV) -- Gov. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance. And the sooner we do that, the sooner we’re going to get through this crisis,” said San Diego County Sheriff Bill Gore.Gore says they are devoting four two-men deputy teams to work full time with county compliance officers.He says they are not going door-to-door but following up on complaints about businesses or entities violating public health orders. They will attempt voluntary compliance and education first. SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. Her life was chronicled in a biography by her daughter, Sandra Scheller, and won the Multicultural Motion Pictures Award for best documentary. SAN DIEGO (KGTV) -- Due to struggling ridership, the City of San Diego has been busy creating a plan to revamp its bikesharing program.On Wednesday staff will provide an update on improvements made and future plans, in response to a grand jury report in 2016.The program, DecoBike, is privately owned but works in partnership with the city.Critics of the program say it has not met the city's needs due to where stations were built.Last year a county grand jury report titled "San Diego's Bikesharing Program Needs Help," outlined ways the city and DecoBike could improve to better serve the community.One recommendation was to put more stations in beach communities, even though local business owners and residents protested them being there.Since then, the city has done the opposite, removing 14 stations from beach communities.City spokesperson Katie Keach says the city and DecoBike are concentrating on increasing the number of stations in the urban core.By doing this, they believe it will provide for a comprehensive system to increase alternative transportation options. They say it will also help the city meet its Climate Action Plan goals.Keach says they hope to have additional stations in North Park, Uptown, Golden Hill and downtown this winter.The city is conducting presentations to community planning groups this fall, seeking public input.Bicycle and climate activists want the program to succeed, saying it's critical to the city's Climate Action Plan. 1486
