BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. Romania is one of the first countries that recognized new China shortly after its founding. Since the two countries established diplomatic relations nearly 60 years ago, bilateral relations have been growing smoothly despite major changes in international situation and conditions in both countries. The two countries have been always supporting each other on international affairs and domestic development.     Over the past few years, China and Romania have maintained frequent exchange of visits by high-ranking officials. Chinese President Hu Jintao visited Romania in 2004, when the two countries lift their relations to an all-round partnership of friendship and cooperation.     "The true friendship and deep passion that the Romanian people cherish toward the Chinese people will always remain on the historical record of bilateral relations," Jia said in the speech.     In the speech entitled "continuing the past, opening up the future and jointly creating a better tomorrow of friendship and cooperation", Jia said the two peoples have become friends of all weathers and that China-Romania relations have become an example of international relations.     Jia put forward four proposals on further advancing bilateral links.     First, the two countries should enhance political trust. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania. Romania is the first leg of his four-nation Europe tour, which will also take him to Hungary, Slovenia and Croatia.

BEIJING, Oct. 13 (Xinhua) -- The Communist Party of China (CPC) Central Committee recently held a forum to solicit opinions and suggestions from non-Communist personages on the documents of its latest plenary session held late last week.     CPC Central Committee General Secretary Hu Jintao briefed the leaders of the non-Communist parties, leaders of the All-China Federation of Industry and Commerce, and persons without party affiliation on what was considered when forming the document. He asked them to raise suggestions on its revision.     Some delegates made remarks, approving the summary made by the CPC Central Committee on the experiences of the 30 years of rural reform and development and supporting the guideline thinking, objectives, principles and measures of rural reform and development.     They raised suggestions on the overall plan of urban and rural development, farmland protection, grain security, spread of agricultural technology and rural financial system reform, as well as on deepening cross-Strait agricultural exchanges and cooperation and improving grassroots democracy.     After hearing the opinions, Hu said the suggestions were valuable and reflected the in-depth thinking of the participants. Relevant departments would conscientiously study and adopt them.     He added China was an agricultural country with the majority of its population in rural areas. BEIJING, Sept. 29 (Xinhua) -- Communist Party of China (CPC) chief Hu Jintao has urged Party members to learn the theory on socialism with Chinese characteristics more conscientiously.     Hu, general secretary of the CPC Central Committee, made the remark at a seminar which was participated in Sunday afternoon by members of the Political Bureau of the CPC Central Committee.     Prof. Yan Shuhan from the Party School of the CPC Central Committee and prof. Qin Xuan from the Renmin University of China delivered speeches at the seminar and put forward their views on applying the theory into practice.     Presiding over the seminar, Hu said the theory on socialism with Chinese characteristics is a fundamental guideline of the Party and government for social and economic construction.     Party members should understand the basic principles of the theory and use them in their practical work, he added.     Hu asked Party organs at all levels to make the theory accessible and understood by every Party member and draw long-term plans to promote and develop the theory.

KUNMING, April 2 (Xinhua) -- Chinese Premier Wen Jiabao has pledged that his government will extend further support to poor areas inhabited by ethnic minority people.     "All ethnic groups form one big family. We must be united and help each other, to prosper and make progress together," Wen told a group of Jingpo nationality farmers during a visit to the Dehong Dai and Jingpo Autonomous Prefecture in Southwest China's Yunnan Province. Chinese Premier Wen Jiabao visits the DehongDai and Jingpo Autonomous Prefecture in southwest China's Yunnan Province from March 31 to April 1.Wen's trip to Yunnan from March 31 to April 1 took place after he attended the third Summit of the Greater Mekong Subregion held in Vientiane, the capital of Laos. Yunnan has the largest number of ethnic minority groups among all Chinese regions.     Wen told farmers in Dai, Jingpo and De'ang villages that his new cabinet has decided to increase rural spending by 25 billion yuan (3.5 billion U.S. dollars).     Government shall also increase subsidies for cereal growing and farming machines as well as the minimum state purchasing prices for rice and wheat, Wen said in a Dai village, greeting local farmers in Dai language. Chinese Premier Wen Jiabao visits the DehongDai and Jingpo Autonomous Prefecture in southwest China's Yunnan Province from March 31 to April 1.At the Santaishan Jingpo village, farmer Ding Kongdao told Wen that although he no longer worries about food and basic medical care, cash income is still hard to make being in such a remote mountainous village.     The Premier said villagers should be relocated to places where life is easier and that small water conservation projects should be built to water crops.     He also suggested that farmers should also grow cash crops such as coffee and banana in addition to rice and sugar cane. Local governments should also help them find jobs in cities.     In a De'ang nationality village at the foot of a mountain, Premier Wen met Yao Lateng in his new house. When he learnt that Yao married a Han girl, Wen shook hands with the couple and said, "This is unity among ethnic groups."     The village was relocated to a flat place near national highway302 from a nearby mountain five years ago, with special government funding to help ethnic minority groups.     Wen urged local officials to make education their top priority, saying that education is the foundation for people to improve their life.     Wen also hosted a small meeting attended by a dairy farmer, a school master and a countryside doctor, among others, to solicit their opinions of government work.
