CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. "Back around Thanksgiving, we had one documented case where a lady walked out, she thought she was getting into her Uber, and she got into another car. She reported that she had been sexually assaulted."In Los Angeles, one man was even arrested for posing as a rideshare driver with the intention of preying on female passengers.Scripps station WCPO in Cincinnati asked Ryan Higgins, who estimated he uses a ridesharing service at least once a week, if he had ever taken steps to make sure he was getting in the right car."Honestly, now that you say that, I don't think I've ever done anything," the Cincinnati resident said. "I think they just say, 'Hey, Ryan?' or they say my name, and I just go for it."Franz said intoxicated would-be riders are the most likely to make a mistake and put themselves in a vulnerable position, but anyone can benefit from a few simple safety tips.First, make sure you've got the correct license plate before you get in a car. Uber and Lyft both display the plate number as soon as it matches you with a driver so you can spot the correct vehicle.Next, get into the back seat, not the passenger seat. If you have gotten into a car with a person of ill intent, it's easier to escape from the back than the front, where they might be able to physically restrain you."(If) somebody's doing something inappropriate, it becomes very obvious very quickly," he said. CHULA VISTA, Calif., (KGTV)- It has been one week since the brutal attack and rape of a young woman at Otay Park. But Chula Vista Police say their investigation is far from over. Now nearby schools are reminding parents to stay vigilant. Chula Vista Police said last Monday, a woman in her 20’s was exercising on the stairs at Otay Park. But on her way down, someone pushed her from behind, knocking her unconscious.The perpetrator then raped her, stole her things, and ran.When she woke up, she managed to flag someone down at the park, who then called 9-1-1.It has been seven days into the investigation. But the Chula Vista police department says the perpetrator is still at large. Detectives are now reviewing and enhancing several pieces of video evidence.They are also waiting to get the results of the victim’s rape kit. Last week, Otay Elementary School Pirincipal, Monica Castillo sent a letter to parents addressing the recent crime that happened next to school property. 1009

CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079
