SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. SAN DIEGO (KGTV) -- One person died and another was hospitalized after a single-car crash near the harbor in downtown San Diego Sunday morning.Authorities say the crash happened on North Harbor Drive and Broadway just after 2 a.m. Police say one person died at the scene and a woman was rushed to the hospital following the crash.Harbor Police say the vehicle was traveling at a high rate of speed when the driver lost control and crashed into a palm tree causing the vehicle to catch fire.Officers said they believe the woman was ejected from the car. Police are working to identify both victims of the crash.Police say though the car is unrecognizable following the crash, they believe the car is an exotic vehicle.Harbor Drive will remain closed for at least the next three hours, according to police. 817

SAN DIEGO (KGTV) - Two local hikers are back in San Diego and after making a bizarre discovery on a remote trail in the Sierra Nevada mountain range.On a beautiful day two weeks ago, Tyler Hofer and Brandon Follin were in their second day of a hike up Mt. Williamson, the state's second's highest peak."Very remote, very rugged," said Hofer.The 14,000-foot summit was just three hours away when they got a bit off track in a boulder-filled area near a lake."It's called the Williamson Bowl. It's a bowl at the foot of Mt. Williamson," said Hofer.Inside the rocky bowl, the two were stepping across boulders when something caught Hofer's eye."I look down and see what appears to be a different color rock. Instead of gray, it's white," said Hofer.Wedged under a small boulder was a human skull."We just start removing rocks about one to two feet in diameter," said Hofer.Under those rocks was a skeleton, mostly intact."The arms were crossed on its chest ... as if you were lying in a casket or coffin ... almost as if someone laid it there peacefully," said Hofer. Also buried in the rocks: the remnants of a leather belt and rubber shoes. "In shock and in awe of what we found and the context in which we found it," said Hofer.The two reached the summit to get cell service and reported their findings to Inyo County deputies. Investigators say there are no signs of foul play and no matches to any missing persons reports. Based on the state of decomposition, the coroner believes the skeleton is several decades old."I'm just honored to be part of uncovering this mystery, because that's what it is," said Hofer.Hofer, a local youth pastor, is hopeful the discovery will lead to answers."That gives me a lot of joy knowing someone is going to get closure. That is someone's loved one," said Hofer.Investigators say they're following up on tips that have poured in. They also plan to conduct DNA tests, before matching results against genealogy databases.
